KEPCO responds to employee special purchase privilege controversy: "Meets Sejong City operation standards" explanation
[Asia Economy Reporter Joo Sang-don] Korea Electric Power Corporation (KEPCO) announced on the 20th that the special supply benefits given to institutions relocating to Sejong City were also received by employees of KEPCO Sejong Branch, stating that "they met the operational standards established by Sejong City."
In a press release on the same day, KEPCO explained, "According to the 'Detailed Operational Standards for Special Housing Supply in Administrative Complex Cities,' the special housing supply conditions in Sejong City apply to employees of national institutions, local governments, and public institutions (including cases where only affiliated institutions or business offices relocate or are established) that relocate to or are established in the planned area." They added, "The special housing supply for employees of the integrated office relocation business office met these conditions."
KEPCO built an integrated office in Sejong City by consolidating three locations: Sejong Branch, Sejong Power Branch, and Daejeon Central Construction Headquarters. As a result, 192 employees received special supply allocations for apartments in Sejong. The controversy over preferential treatment arose particularly because two of the employees who received the special supply have since retired, prompting KEPCO to provide clarification.
In December 2015, KEPCO was notified by the Administrative City Construction Agency of the planned relocation sites for KEPCO Central Construction Headquarters, Sejong Power Branch, and Sejong Branch. This followed KEPCO’s submission of a letter of intent in August of the same year in response to the Prime Minister’s Office’s request for cooperation in a demand survey for public institutions relocating to the Administrative Complex City. Based on the notification from the Administrative City Construction Agency, KEPCO finalized plans to relocate the three business offices into an integrated office within the Administrative Complex City.

A KEPCO official stated, "The Central Construction Headquarters located in Seo-gu, Daejeon, currently shares the Seo Daejeon Branch office, which is insufficient for work space, necessitating additional space. The Sejong Power Branch, which occupies a leased office in Yuseong-gu, Daejeon, requires new construction to secure power control facilities and work space. Additionally, the Sejong Branch, located in the old town of Jochiwon-eup, Sejong, needs to relocate to the Administrative Complex City, and this also meets the operational standards established by Sejong City."
