[Asia Economy Reporter Onyu Lim] The architectural plan for Donam 6 District in Seongbuk-gu, Seoul, which incorporates an active social mix, has passed the Seoul City Architectural Committee. This is seen as a manifestation of Seoul Mayor Oh Se-hoon's vision, emphasizing a balance between rental and sale units while promoting private redevelopment projects. However, there are concerns that the lukewarm response from reconstruction complexes in the Gangnam area toward social mix policies could pose obstacles to Seoul's future housing supply.
On the 11th, Seoul City held an architectural committee meeting and announced on the 14th that the redevelopment project architectural plan for Donam 6 District, located at 48-29 Donam-dong, Seongbuk-gu, had been approved. The approved plan includes 889 apartment units (161 rental units) in buildings with five basement floors and 25 above-ground floors, along with ancillary welfare facilities and neighborhood living facilities.
What stands out in the architectural plan is the application of an active social mix. Seoul City decided to set the ratio of rental to sale units for small-sized apartments within the district at 50:50. The district will be built in six different sizes, with rental and sale units equal in number for the 36㎡ (exclusive area) and 43㎡ units. Specifically, there will be 46 rental and 46 sale units for the 36㎡ size, and 42 rental and 42 sale units for the 43㎡ size. Additionally, to ensure no difference in building quality between rental and sale complexes, the form and finishing materials will be applied identically. Furthermore, Seoul City plans to create two public pedestrian pathways running east-west through the project site to allow convenient passage for all citizens, including residents.
Kim Seong-bo, head of Seoul City's Housing and Architecture Headquarters, stated, "Going forward, through the city’s architectural committee reviews, we will rapidly supply high-quality multi-family housing to citizens while implementing housing policies that promote mutual respect, coexistence, and win-win outcomes through active social mixing."
This decision clarifies Mayor Oh’s plan to expand social mixing in redevelopment projects. While advocating for the revitalization of private redevelopment projects, Mayor Oh has emphasized harmony between rental and sale units. On the 29th of last month, he expressed a strong stance against speculation and said, "We will impose strict penalties on speculation, and provide incentives to redevelopment and reconstruction areas that respond to principles of fairness and coexistence." He added, "Projects that increase public contributions by raising donation ratios or implementing social mix will be given reconstruction priority and supported with incentives such as additional floor area ratio and relaxation of height restrictions."
However, the market remains cold toward Mayor Oh’s social mix policy. In particular, owners in the Gangnam area, who had expected faster reconstruction projects following Mayor Oh’s election, have voiced strong opposition. The Eonma Apartment in Daechi-dong, Gangnam-gu, is a representative case. The apartment owners requested Seoul City to submit the redevelopment plan to the Urban Planning Committee but were asked to strengthen the social mix aspects such as public rental housing. Owners oppose this, citing issues related to convenience facility use and management.

Recently, owners in the Asia Athletes’ Village in Jamsil-dong, Songpa-gu, where Seoul City announced a district unit plan, have also expressed significant dissatisfaction. Housing for the elderly, youth, newlyweds, and one- to two-person households was allocated near transit stations and main roads. Residents eventually hung large banners on the apartment exterior walls with phrases such as "Strong opposition to district unit plans against residents’ sentiments." A nearby real estate agent commented, "Especially Gangnam area homeowners often view social mix as negatively impacting property values and the atmosphere of the complexes," adding, "If this continues, there are concerns that reconstruction will be delayed again, as it was during former Mayor Park Won-soon’s administration."
