View original image[Asia Economy Reporter Lim Chun-han] On the 10th, Kim Du-kwan, a member of the Democratic Party of Korea, said regarding the presidential election, "I have not officially declared my candidacy," adding, "I will refine my policies and vision and report to the public at an appropriate time."
At a briefing session proposing the National Basic Asset System held at the Daegu City Council on the same day, Kim said, "A candidate with the expansiveness to gain the moderate and centrist vote should become the presidential candidate."
Regarding the party's presidential race, Kim added, "If I explain well to our party members and supporters that I am more competitive than anyone else in the main election, I am confident that there will be a healthy competition around September to October."
Kim introduced his policy proposal, the National Basic Asset System. He stated, "The Basic Asset System is an inevitable trend," and "I will enable every citizen to receive 50 to 60 million won in cash or housing in the year they turn 20."
Kim argued, "The basic income system provides a living allowance of about 500,000 won per month, but the Basic Asset System allows for a lump sum," adding, "It can give the so-called 'dirt spoon' at least the opportunity to become a 'bronze spoon'." He also added, "The Basic Asset System can be funded through inheritance and gift taxes."
When asked about his evaluation of the Moon Jae-in administration, now in its fourth year, Kim said, "According to a survey yesterday, the administration's approval rating is 36%, the highest among all presidents."
Kim said, "Although there is some criticism, when the Moon Jae-in government was launched in 2017, the Korean Peninsula was on the brink of war," adding, "After the Moon administration took office, it overcame this well and established a peace regime on the Korean Peninsula, but such achievements have been forgotten despite being significant."

Regarding the government's real estate policy, Kim said, "If there are parts that were done well, it is right to continue them, and for parts that did not realistically reach the people, new policies should be pursued."
