Establishment of Operational Regulations for Responsible Agencies in Land Readjustment... Support for Private Sector Participation
[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 3rd that it will conduct an administrative notice from the 4th to the 24th regarding the establishment of the "Regulations on the Operation of Cadastral Re-survey Responsible Agencies," which aims to promote the activation of the cadastral re-survey project and support the participation of small-scale cadastral surveying companies.
The cadastral re-survey responsible agency system will be implemented from the end of next month with the purpose of supporting private companies' participation in the project amid the current competitive landscape between Korea Land and Geospatial Informatix Corporation (LX) and private companies.
Looking at the main contents, first, the Minister of Land, Infrastructure and Transport will be able to designate cadastral re-survey responsible agencies through a public announcement of at least two weeks. When designating or canceling the designation of a responsible agency, the review and resolution of the Central Cadastral Re-survey Committee must be obtained.
In addition, the scope of work entrusted by the cadastral authority to the responsible agency is specified, and the contract matters related to the entrustment of work, payment standards for entrusted surveying fees, and settlement standards have been established.
The cadastral re-survey responsible agency will conduct a public recruitment of cooperative performers targeting private companies, then select the highest scorer for each cadastral authority (city, county, district) after evaluation. To ensure efficient and smooth work between the responsible agency and cooperative performers, roles for each project progress stage are clearly defined, and matters such as delegation of cadastral re-survey work, contract methods, payment of surveying fees, and work progress ratios are stipulated.

Nam Young-woo, head of the Cadastral Re-survey Planning Division at the Ministry of Land, Infrastructure and Transport, said, "With the establishment of these regulations, we will strive to stably settle the cadastral re-survey responsible agency system and ensure the successful completion of the cadastral re-survey project, which is the foundation of the Korean New Deal policy, by 2030."
