'Mobile Driver's License Implementation Project' 추진…Year-end Pilot Area Verification Followed by Nationwide Expansion Next Year

[Asia Economy Reporter Lim Cheol-young] On the 3rd, the Ministry of the Interior and Safety and the National Police Agency announced that they will issue a bid for the ‘Mobile Driver’s License Establishment Project’ on the 6th to resolve the inconvenience of carrying ID cards and to suit the digital convergence era.
The mobile ID project is part of the government's 'Digital Government Innovation Promotion Plan' established in October 2019 and the 'Digital New Deal Project' announced in July 2020. From the end of this year, when the project is completed, citizens will be able to receive a mobile driver’s license on their smartphones and use it alongside their existing driver’s licenses.
The Ministry of the Interior and Safety and the National Police Agency plan to cooperate with the Road Traffic Authority and Korea Minting and Security Printing Corporation to verify the convenience and safety of the mobile driver’s license in pilot areas by the end of the year, and in 2022, expand it nationwide while also extending the issuance scope to include certificates such as those for national merit recipients.
The mobile driver’s license will be issued as an integrated ID that can be used both offline and online. Offline, it can be used for identity verification at government offices just like the existing driver’s license, and it is planned to be implemented so that it can also be used as a means of identity verification in private sectors such as banks.
Additionally, since the mobile driver’s license is implemented in the form of a digital ID, it can also be used online. It can be used for frequently performed online activities such as login and entering identity information, and the usage process is greatly simplified, which is expected to improve user convenience.
Including the mobile driver’s license, future mobile IDs issued by the government will be developed by applying the concept of Self-Sovereign Identity to resolve privacy concerns that may arise during the use of IDs. The Ministry of the Interior and Safety plans to widely collect various opinions during the first pilot project phase and reflect them in the second nationwide expansion phase, as the mobile driver’s license project is promoted in two stages.

Jeon Hae-cheol, Minister of the Interior and Safety, said, “The mobile ID is an innovative service that changes the existing paradigm of identity verification 180 degrees in conceptual, technical, formal, and practical aspects,” and added, “Starting with the driver’s license, as mobile IDs are added one by one, the government and companies will develop and provide various forms of services specialized for each ID or combining multiple IDs.”
