On the 27th of last month, correcting false claims related to Sarang Jeil Church damage... Prolonged redevelopment delays increasing inconvenience for union members and nearby citizens... Will continue to respond to illegal activities without tolerance
The Jangwi 10 District site, which began with the decision of the Jangwi Redevelopment Promotion Plan in 2008, obtained approval for the project implementation plan in 2013, and received approval for the management disposition plan in 2017, but the project is currently stalled due to demolition delays caused by Sarang Jeil Church.

On the 27th of last month, following Sarang Jeil Church in Jangwi-dong filing a lawsuit against Seoul City and Seongbuk-gu, claiming "damage caused by the third eviction enforcement of the Jangwi 10 District Redevelopment Association in November last year," Seongbuk-gu clarified the facts and announced a zero-tolerance stance toward illegal activities.
Seongbuk-gu first pointed out that the church's claim that "the redevelopment association only received project approval for some parts of Jangwi 10 District in 2013, excluding the area where the church is located, and that there were procedural issues with the redevelopment from the beginning" is not true.
As evidence, Seongbuk-gu stated that the Jangwi 10 District Association obtained project implementation plan approval in July 2013 according to the Jangwi Redevelopment Promotion Plan, which originally secured religious land (10-2, 10-3) reflecting Seoul City's policy on handling religious facilities.
Additionally, it was noted that the association deposited a final compensation amount of 8.4 billion KRW after going through expropriation decisions under the Act on Acquisition and Compensation of Land for Public Projects, and that most of the deposited funds have already been withdrawn.
The church's claims related to the eviction lawsuit were also pointed out as false. Although Sarang Jeil Church is supposed to hand over the relevant real estate to the Jangwi 10 District Association, it has not complied, leading the association to file an eviction lawsuit and win the first trial in May 2020. The association, having obtained provisional execution rights through the judgment, lawfully proceeded with compulsory execution through the Seoul Northern District Court, the competent court.
Lee Seung-ro, Mayor of Seongbuk-gu, stated, "Due to the prolonged stagnation of the Jangwi 10 District redevelopment project, not only have the property owners suffered losses, but the surrounding area has also deteriorated into a slum, increasing inconvenience for citizens. We will respond without tolerance to illegal activities and the spread of false information related to the redevelopment project, as they threaten residents' safety and cause confusion."
Jangwi 10 District began with the decision of the Jangwi Redevelopment Promotion Plan in 2008, obtained project implementation plan approval in 2013, and management disposition plan approval in 2017, but the project has been stalled due to demolition delays by Sarang Jeil Church.
