[Asia Economy Reporter Junyi Park] Yoon Hee-sook, a member of the People Power Party, launched a fierce two-day attack against Lee Jae-myung, Governor of Gyeonggi Province, who advocates for the 'wealth-proportional fine system.' When Lee rebutted the claim that fines should be proportional to income rather than wealth by mentioning 'reading comprehension,' Yoon countered again, urging him to understand the 'concept' first.
On the morning of the 26th, Yoon stated on Facebook, "Saying now that ‘the wealth I mentioned included both income and wealth as economic power’ is not just a loose interpretation," and added, "It implies that he still does not understand how important the distinction between income and wealth is in policy."
On the previous day, the 25th, Lee called for the introduction of the ‘wealth-proportional fine system’ adopted in countries like Finland and Germany on the occasion of Law Day. This system imposes fines based on an individual's wealth and income level to ensure substantive fairness in punishment.
In response, Yoon criticized Lee on Facebook the same day, pointing out Finland’s ‘day-fine system’ method and accusing him of lying. She said, "The day-fine system varies according to ‘income,’" and criticized, "It is hard to believe that someone at the level of a Gyeonggi Province governor cannot distinguish between income and wealth, so I am curious about his intentions."

However, Lee rebutted this by saying, "People Power Party, please teach your members some Korean reading comprehension." He explained, "The core concept of the wealth-proportional fine system is that fines are proportional to economic power, including income and wealth," and added, "I never said that the wealth-proportional fine system should be proportional only to wealth; rather, I indirectly indicated that it should be proportional to both income and wealth."
