Guro-gu (Mayor Lee Seong) has been selected for the second phase of the ‘2021 Apartment Cohabitation’ contest organized by Seoul City.
Guro-gu announced on the 15th, “As a result of last year’s project, it was the only one among the 12 participating complexes in Seoul to receive the highest grade, ‘Ga’ grade,” adding, “As a result, Hangdong Harborline 3 Complex was selected for the second phase this year following the first phase last year, securing 60 million won in city funds.”
‘Apartment Cohabitation’ proceeds in three phases: In the first phase, residents of the apartment complex identify daily life issues themselves and seek solutions. Based on this, the second phase derives solutions through the production of social economy services. The final third phase aims to reinvest the profits generated in phases one and two into local services, ultimately creating a sustainable social economy enterprise centered on residents.
Hangdong Harborline 3 Complex has been an active community since its move-in in 2018, establishing online communication channels such as Naver Cafe to share move-in related information and raise development funds. Although it is a newly built complex lacking nearby cultural infrastructure, shared facilities such as a cafe, gym, multipurpose room, and library within the complex have served as focal points for residents’ communication and cultural needs, successfully leading the first phase of the Apartment Cohabitation project.
Entering its second year this year, various projects are underway including resident clubs, group exercise programs such as yoga and Zumba, cafeteria operations, village festivals, and social economy education for resident project promotion teams.
Profits generated from projects like the cafeteria and group exercises are used to directly employ operators from among the residents, creating job opportunities.
Guro-gu collaborates with the local social economy enterprise ‘Gakkai Cooperative’ (Chairman Kim Heeyoung) to ensure smooth execution of resident-led projects. ‘Gakkai Cooperative’ deploys Apartment Cohabitation activists and analyzes local resources to provide monitoring and mentoring for the formation of social economy enterprises, supporting the successful implementation of the third phase.

A Guro-gu official stated, “According to a resident survey conducted after the first phase of the Harborline 3 Complex project, awareness and satisfaction were very high,” and added, “We will actively support the successful establishment of this project, where production and consumption are led by residents and jobs are created.”
