View original image[Asia Economy Reporter Lee Gwan-ju] The focus of the real estate speculation investigation, which began at Korea Land and Housing Corporation (LH), has shifted to local government officials and local council members. The first arrest case by the government joint special investigation headquarters (Special Investigation Headquarters, SIH) regarding public officials' speculation allegations was a public official from Pocheon City, Gyeonggi Province, and a former Gyeonggi Provincial Government official is expected to be the second subject for an arrest warrant application.
According to the police on the 1st, as of the previous day, 576 individuals have been under internal investigation or investigation by the SIH for speculation allegations. Among them, 94 are public officials, more than twice the number of LH employees (35). When including local council members such as city councilors (26), the number of local government-related investigation targets increases further. Recent forced investigation measures by the SIH, such as raids, suspect summons, and arrest warrant applications, indicate that investigations into local government officials are progressing rapidly.
Not only Mr. A, the Pocheon City official who became the first arrested case by the SIH, but also Mr. B, a former Gyeonggi official suspected of speculation near the semiconductor cluster area in Yongin City, Gyeonggi Province, were recently summoned and investigated as suspects. A raid related to speculation allegations on Mr. C, a Gunpo City official, regarding the Daeyami Public Housing District was also conducted the previous day. Investigations related to local council members in Siheung City, Gyeonggi Province, and Sejong City have also proceeded significantly with raids and suspect interrogations.
The primary reason behind this is the ease of investigation. If the individuals have experience working in related departments, it is highly likely they used internal information.
In Mr. A’s case, he was in charge of railway extension work, and Mr. B also served as the head of the investment attraction division. Mr. C reportedly held the position of district unit team leader, which allowed access to land development project information. Additionally, due to regional characteristics, it is easier to receive reports and intelligence, which has led to swift police investigations. Professor Lee Woong-hyuk of Konkuk University’s Department of Police Science analyzed, "If someone speculates, rumors or gossip cannot be contained in a small area," adding, "With the operation of reporting centers, many complaints and tips come in, making investigations more efficient."
There is also an analysis that structural factors have encouraged speculation by local government officials. Compared to large-scale new towns, regional development projects with relatively less attention make it easier to access internal information. The level of scrutiny is relatively low, and speculation is likely to occur in connection with local financial institutions. The same applies to local councils, where information can be more easily obtained during the review process of district unit plans.

The Citizens’ Coalition for Economic Justice, which first raised these allegations, emphasized, "Thorough and strict investigations by investigative agencies into all government and local government public officials and public institution employees related to land and housing development work, their families, acquaintances, and nominee transactions beyond LH and the Ministry of Land, Infrastructure and Transport are essential." There is also a strong call for fundamental solutions through legal and institutional improvements. According to a recent survey by the Anti-Corruption and Civil Rights Commission, 84.8% of the general public responded that the prompt enactment of the ‘Public Officials Conflict of Interest Prevention Act’ is necessary to prevent public officials’ improper pursuit of private interests.
