Pilot Operation of Electronic Donation Receipts from April... Separate Guidance for Year-End Tax Settlement Documents Also Provided
[Sejong=Asia Economy Reporter Kim Hyunjung] Starting next month, taxpayers will be able to issue and check electronic donation receipts through the Home Tax service, the National Tax Service announced on the 31st. Ahead of the official implementation of the electronic donation receipt system in July, the issuance system will be pilot-operated from April.
The electronic donation receipt system allows donation organizations to electronically issue donation receipts via Home Tax. Currently, donors must receive donation receipts in paper form from donation organizations and submit them during year-end tax settlement or income (corporate) tax filing. Although services that reflect donation details in the year-end tax settlement simplification data are partially provided when donation organizations report donation details to the National Tax Service from year-end to early year, the donation receipts themselves are not electronically issued, and donation organizations face the inconvenience of separately submitting statutory forms such as issuance details by donor.
When donation organizations issue electronic donation receipts, the donation details are automatically reflected in the donor’s year-end tax settlement simplification data, and donors can immediately use them as proof for income (corporate) tax filing. However, the obligation for donation organizations to submit statutory forms will be exempted starting from the official implementation of electronic donation receipts in July.
Privacy protection measures will also be strengthened. When entering or printing electronic donation receipts, major personal information such as resident registration numbers will be masked to prevent exposure.
If donors agree to the collection of personal information through Home Tax and register their mobile phone numbers, donation organizations can issue donation receipts using the mobile phone number instead of the resident registration number. Mobile phone number issuance is only possible on an individual donor basis, considering number changes.

The electronic donation receipt system is not mandatory, but it is expected to be quickly established as it improves convenience for donors and donation organizations and significantly prevents fraudulent issuance such as false receipts. Donors who wish to separately apply for issuance or modification of electronic donation receipts can select the 'Electronic Donation Receipt' item under 'Inquiry/Issuance' on the Home Tax initial screen.
