Ministry of Government Legislation: "Objections Possible for All Administrative Dispositions... Institutional Foundation for Proactive Administration Established"

[Sejong=Asia Economy Reporter Moon Chaeseok] The Ministry of Government Legislation announced that the 'Framework Act on Administration,' which unifies the principles of permits and fines across more than 4,600 laws, will be promulgated and enforced on the 23rd. This is the first time since the founding of the nation that a basic law in the field of administrative law has been established.
The Ministry of Government Legislation emphasized the significance of codifying in writing or documents the major principles of administrative law, such as the rule of law in administration, equality, and protection of trust, through the enactment of the Framework Act on Administration. Until now, these principles have relied solely on academic theories and precedents.
Unified standards were established for systems scattered across individual laws, such as deemed permits and fines. A Ministry of Government Legislation official explained, "With just the amendment of the Framework Act on Administration, regulatory innovation will be possible, and our administrative law system will become much easier."

Lee Gangseop, Minister of Government Legislation, said, "Going forward, the Framework Act on Administration will serve as a cornerstone for protecting citizens' rights and interests and for transparent and consistent law enforcement, and we will strive to make it a foundation for advancing the level of our administrative law."
