Private University Presidents and Chairpersons to Disclose Business Expense Reports Annually

Annual Disclosure in June of the Number of Full-time Admissions Officers and Document Evaluations per Person
[Asia Economy Reporter Han Jinju] The Ministry of Education has revised related regulations to require private university presidents and chairpersons of the board of trustees to disclose their business expense usage annually.
On the 23rd, the Ministry of Education announced that it reviewed and approved the amendment to the "Enforcement Decree of the Special Act on Disclosure of Information on Educational Institutions" at the Cabinet meeting.
Through the enforcement decree, to enhance accounting transparency of private universities, the "business expense usage status of private university presidents, chairpersons of school corporations, and full-time directors" must be disclosed every August. This is a follow-up measure to the private school innovation plan for restoring trust in education announced in December 2019.
To strengthen the expertise in university admission screening operations, universities must also disclose every June the ▲number of full-time admission officers for the comprehensive student record screening and ▲the number of document evaluations per evaluator.
Additionally, the operation status of counseling organizations for sexual violence and sexual harassment within universities has been included as an additional disclosure item. Previously, only the performance of sexual harassment and sexual violence prevention education was required to be disclosed, but this has now been added.
Following the amendment to the Act on Prevention and Countermeasures against School Violence, which has been in effect since March last year, the school violence countermeasure autonomous committees at schools were abolished and replaced by committees at the education support offices. To reflect this, it has been categorized as a separate school information disclosure item.

Deputy Prime Minister and Minister of Education Yoo Eun-hye stated, "The disclosure of university information such as student selection environment, private university business expenses, and counseling organizations for sexual violence and sexual harassment within universities encourages sound management of universities and enhances the public's right to know." She added, "We will continue to strive to provide various information desired by the public through information disclosure."
