Seodaemun-gu, the Secret to Becoming a Leading Local Government in Regional Regulatory Innovation?
Seoul City Earns First Ministry of the Interior and Safety Local Regulation Innovation Excellence Certification... Operates 'Visiting Regulation Reporting Center', Hosts 'Regulation Reform Contest'... Plans to Open 'Regulation Proof Responsibility Application Window' on District Office Website
[Asia Economy Reporter Jong-il Park] Seodaemun-gu (Mayor Moon Seok-jin) announced on the 19th that it is increasing residents' awareness of regulatory reform by achieving various results as a leading local government in local regulatory innovation.
Last November, the district was the first and only one in Seoul to receive certification in the 'Local Regulatory Innovation Excellent Institution Certification System' hosted by the Ministry of the Interior and Safety, receiving a plaque and a financial incentive (special grant) of 100 million won.
This system has been implemented since 2018 by the Ministry of the Interior and Safety to promote autonomous competition and capacity building among cities, counties, and districts nationwide for local regulatory innovation, aiming to improve public perception.
The certification period is two years, after which reapplication and re-evaluation are required.
Seodaemun-gu operated a 'Visiting Regulatory Reporting Center' to listen to difficulties faced by local businesses and small merchants on-site and held a 'Regulatory Reform Contest' to discover regulations that feel like a 'thorn under the fingernail' in daily life.
Starting this year, the district runs a regulatory reform suggestion window called 'Please Change This' involving district officials and also conducts regulatory reform staff training.
Additionally, the district plans to open a 'Regulation Proof Responsibility System Application Window' on the district office website, allowing residents to request the district to prove 'the reason why the relevant regulation must be maintained.'
Furthermore, in accordance with the Ministry of the Interior and Safety's comprehensive maintenance plan, the district will promote improvements to unreasonable registration regulations.
The existing 'Visiting Regulatory Reporting Center' will significantly expand its visit targets to include local social economy enterprises, youth startups, and youth ventures within various campus towns (Yonsei University, Ewha Womans University, Myongji College, Seoul Women's Nursing University).
