Most Secondary Sites Lack Alternatives Beyond Public Redevelopment
[Asia Economy Reporter Onyu Lim] Following the controversy over land speculation by employees of Korea Land and Housing Corporation (LH), public distrust has spread, raising concerns that even the relatively well-received 'public redevelopment' projects may collapse. Public redevelopment is a project method announced by the government in the May 6 measures last year, in which public entities such as LH participate in the implementation of redevelopment projects. By donating rental housing, the period from district designation to groundbreaking can be shortened from 10 years to 5 years, attracting significant interest from candidate sites.
According to the redevelopment industry on the 18th, recent conflicts among residents have emerged in Hannam 1 District, Yongsan-gu, Seoul, which is considered the most valuable among the second round of public redevelopment candidate sites. The district had a resident consent rate exceeding 70%, making public redevelopment seem likely. However, large banners stating 'Absolutely Oppose Public Redevelopment' have been hung, and supporters and opponents have forcibly removed each other's banners, creating a tense atmosphere in various places. A resident of Hannam 1 District said, "Initially, the momentum was strong as voices gathered that there was no alternative to public redevelopment, but after the LH scandal broke out and rumors of speculative real estate planning spread, many owners seem to be reconsidering."
Unusual trends are also appearing in other candidate sites. In Daehung 5 District, Mapo-gu, complaints have been filed requesting the cancellation of the public redevelopment application, and in areas such as Geoyeo Saemaeul in Songpa-gu, voices advocating 'even if delayed, we must proceed correctly' are growing. A representative of a public redevelopment candidate site in Seodaemun-gu, who requested anonymity, lamented, "We have been persuading residents to entrust the project with confidence because it is implemented by public entities, but with the LH corruption scandal, there are concerns that the momentum may be lost."
Most of the second round public redevelopment candidate sites are either areas where redevelopment zones have been canceled or areas not designated as redevelopment zones. These are places where development has been delayed for a long time due to project feasibility and resident conflicts, leaving no suitable alternatives other than public redevelopment.

Because of this, the number of districts anxiously worried that public redevelopment might collapse due to the recent LH scandal is increasing. There are even calls for the government and Seoul City to announce the second round of public redevelopment candidate sites as soon as possible to restore project momentum. The government plans to finalize and disclose the second round of candidate sites by the end of this month, following the first round announced last month. Park Jong-deok, chairman of the National Public Redevelopment Council (Shingil 1 District), stated, "Many of the second round candidate sites, including Shingil 1 District, have no alternatives other than public redevelopment," and emphasized, "We need to restore momentum by advancing the announcement of candidate sites if necessary."
