The Ministry of Economy and Finance stated that the Green Room Meeting was scheduled suddenly without prior notice. Attendees included Byun Chang-heum, Minister of Land, Infrastructure and Transport; Koo Yoon-chul, Director of the Office for Government Policy Coordination; Hwang Seo-jong, Director of the Ministry of Personnel Management; Lee Jae-young, Vice Minister of the Ministry of the Interior and Safety; and Lee Ho-seung, Senior Secretary for Economic Affairs to the Blue House.

According to the Ministry of Economy and Finance, the meeting focused on intensive discussions regarding related bills scheduled to be discussed in the National Assembly this week. The Ministry stated, "We will broadly review possible alternatives, but will prepare measures as soon as possible and coordinate with the National Assembly on legislative matters."
