Population Increases by 150,000, Expecting 71.4 Billion Won Rise in General Grants
[Asia Economy Reporter Ra Young-cheol] Gangwon Province is gathering the interest and support of the local community for the 'Gangwon Resident Registration' of soldiers stationed within the province.
According to Gangwon Province on the 16th, a partial amendment to the 'Resident Registration Act' allowing soldiers to transfer their resident registration has recently been proposed by Democratic Party lawmakers Kim Byung-joo and Do Jong-hwan and is under discussion.
If this amendment passes, the province's population is estimated to increase by about 150,000, and the general grant tax is expected to increase by a total of 71.4 billion won.
The current Resident Registration Act stipulates that "a soldier residing within the military base must register at the residence of the household to which he belongs, based on a report by himself or the head of the household," thus not allowing soldiers to change their resident address to the military base.
Because of this, many soldiers serving in Gangwon Province are registered as residents of other cities or provinces, which the province believes results in disadvantages when calculating the general grant tax, which is based on population figures.
However, the amendment faces difficulties due to concerns such as exposure of military security information.

A Gangwon Province official said, "Despite many discussions so far, the amendment to the Resident Registration Act has not passed the National Assembly. We ask for the active interest and support of residents, local governments, and social organizations so that this amendment can pass and lay the foundation for revitalizing the local economy."
