'Do Autonomous Police Ordinance' Conflict Finds Compromise, Implementation Preparations Progress Smoothly
Agreement Reached Between Gyeongnam Province and Provincial Police Agency on Certain Controversial Clauses
[Asia Economy Yeongnam Reporting Headquarters Reporter Park Saeyan] Gyeongsangnam-do announced that it has publicly notified the draft ordinance titled "Ordinance on the Organization and Operation of the Gyeongsangnam-do Autonomous Police Affairs and the Autonomous Police Committee," which includes key matters necessary for the operation of the autonomous police system to be fully implemented on July 1.
Based on the standard ordinance draft from the National Police Agency notified on the 3rd of last month, the province has been conducting practical consultations with the provincial police agency to establish an ordinance draft reflecting the province's characteristics.
Although there were differences of opinion between the province and the provincial police agency regarding the detailed contents of the autonomous police ordinance, after focused review and consultation, they proceeded with the legislative notification process.
The draft ordinance stipulates that the matters and scope of autonomous police affairs shall be determined by Appendix 1, and if there is a need to amend Appendix 1, the Autonomous Police Committee must hear the opinions of the Governor and the Chief of the Provincial Police Agency.
The province pointed out that the related standard ordinance draft lacked a subject in the clause and proposed that when amending Appendix 1, the Chief of the Provincial Police Agency's opinion should be allowed to be "presented."
However, respecting the position of the provincial police agency for the stable establishment of the autonomous police system, which is being introduced for the first time in constitutional history, the draft ordinance decided that the Chief of the Provincial Police Agency's opinion must be "heard," and designated the "Autonomous Police Committee" as the main body for collecting opinions.
Furthermore, to uphold the purpose of the autonomous police system in providing public safety services, the Autonomous Police Committee is required to hear the opinions of both the Governor of Gyeongsangnam-do and the Chief of the Gyeongnam Provincial Police Agency.
Another contentious issue, the welfare support provisions for police officers in charge of autonomous police affairs, reached an agreement based on the province's empathy for the hard work of field officers.
As the introduction of the autonomous police system brings significant changes to the police organization, the province and the provincial police agency included in the draft ordinance the basis for "supporting welfare matters for police officers performing autonomous police affairs within the scope of the budget" to boost morale and ensure stable provision of reassuring public safety services to residents.
Meanwhile, after the legislative notification until the 22nd, the draft ordinance is expected to undergo various reviews such as the ordinance and regulation review committee, and be merged with the amendment of the organization and personnel ordinance for the establishment of the Autonomous Police Committee Secretariat at the April temporary session of the provincial council.
Additionally, along with the ordinance enactment and secretariat formation, the province is also proceeding with candidate recruitment for the composition of the Autonomous Police Committee members.

The province plans to complete the formation of the secretariat and committee by the end of April, and hold the first Autonomous Police Committee meeting with the secretariat's launch in early May to decide on pilot operation and other matters before the full-scale implementation in July.
