Hiring 90 Fixed-Term Workers in 23 Cities and Counties... "Paradigm Shift in Tax Administration"

[Asia Economy Yeongnam Reporting Headquarters Reporter Park Dong-wook] Gyeongsangbuk-do announced on the 28th that it will form a 'Delinquent Tax Collection Support Team' in cooperation with 23 cities and counties to promote customized collection administration tailored to the conditions of delinquent taxpayers in the Gyeongbuk region through an investigation of local tax and non-tax revenue delinquents.
According to Gyeongbuk Province, this is part of efforts to shift the paradigm to a delinquent taxpayer-centered customized collection administration, considering the economic conditions of delinquents who are facing difficulties due to the spread of the COVID-19 infectious disease.
Gyeongbuk Province plans to newly hire 86 dedicated delinquent support personnel (contract workers) by sharing roles with cities and counties, and to absorb the existing Taxpayer Support Call Center (22 people) functions into the Delinquent Support Team.
The selection of investigation personnel (contract workers) will be conducted by each city and county. The application announcement will be made between March and April, with final candidates selected through document screening and interviews in May, and operations planned to start around July.
The investigation personnel will be responsible for supporting delinquent taxpayer investigations, operating the taxpayer support call center, and field collection activities.
Based on the results of the delinquent taxpayer investigation, tax officials will comprehensively analyze delinquent taxpayer information such as credit information, health insurance income, and seizure status, categorizing delinquent taxpayers into livelihood-type delinquents and chronic/repeated delinquents.
For luxury lifestyle delinquents, a zero-tolerance policy will be implemented with delinquent disposition and administrative sanctions.
Lee Cheol-woo, Governor of Gyeongsangbuk-do, explained, "By shifting the paradigm of collection administration, we plan to link with welfare departments so that delinquents driven to extreme situations can receive emergency support," adding, "We will carry out customized collection administration to help delinquents establish a foundation for self-reliance."
Meanwhile, as of the end of last year, the number and scale of local tax delinquents in Gyeongsangbuk-do were 400,269 people and 181.2 billion KRW. Among them, city and county tax delinquents accounted for 498,990 people (96.4% of all delinquents) and 136.6 billion KRW, representing 75.4% of the total amount.
By delinquent amount scale, those owing less than 1 million KRW numbered 377,485 people (94.3% of all delinquents) with 59.2 billion KRW, accounting for 32.7% of the total. Those owing between 1 million and 5 million KRW numbered 18,691 people (38.9 billion KRW), 5 million to 10 million KRW were 2,162 people (15.3 billion KRW), 10 million to 50 million KRW were 1,653 people (33.4 billion KRW), 50 million to 100 million KRW were 170 people (11.6 billion KRW), and over 100 million KRW were 108 people (22.8 billion KRW).

Looking at the delinquency status by tax item, acquisition tax had 4,193 people owing 19.3 billion KRW, resident tax 199,050 people owing 4.8 billion KRW, property tax 168,588 people owing 31.7 billion KRW, and automobile tax 105,635 people owing 52.6 billion KRW, in that order.
