Born in Jinju, Gyeongnam, Commissioner Nam graduated from Masan Jungang High School and the Korean National Police University (5th class). He has held key positions including Head of the Investigation Division at the Gyeongnam Police Agency, Chief of Masan Dongbu Police Station in Gyeongnam, Chief of Yangcheon Police Station in Seoul, Head of the Special Investigation Division at the National Police Agency, Head of the Criminal Division at the National Police Agency, Chief of Changwon Jungbu Police Station in Gyeongnam, and Director of the Cyber Safety Bureau at the National Police Agency.
Commissioner Nam is regarded as a leading 'investigation expert' within the police force. Notably, during his tenure as Director of the Cyber Safety Bureau last year, he actively responded to digital sex crimes including the 'Telegram Nth Room' case, achieving significant results such as the arrest of major suspects.
The National Police Agency stated, "The head of the National Investigation Headquarters must possess qualifications that emphasize responsibility and expertise, overseeing not only the independence and neutrality of investigations but also commanding approximately 30,000 investigative police officers nationwide and supervising 18 provincial police commissioners, whose work is directly connected to the lives of the public. Considering the symbolic and critical importance of the inaugural head of the National Investigation Headquarters, there was an opinion that efforts should be made to broadly select the most suitable candidate both inside and outside the organization."
It added, "The Commissioner of the National Police Agency reviewed who would be the most suitable candidate to lead responsible investigations in the future, taking into account the purpose of the amended Police Act and the opinions of the relevant committee. Following legal procedures, it was decided to recommend the head of the National Investigation Headquarters from within the organization."
