Why Did Seodaemun-gu Conduct In-Depth Interviews with Employees to Improve Integrity?
Anonymous survey on organizational culture, anti-corruption systems, and fairness of work instructions
[Asia Economy Reporter Jongil Park] Seodaemun-gu (Mayor Moon Seok-jin) recently conducted a survey and Focus Group Interview (FGI) to collect employees' opinions for improving integrity in 2021.
FGI (Focus Group Interview) is a discussion-style survey method led by a moderator that allows for diverse and in-depth opinion gathering.
The district commissioned a professional research firm to conduct group interviews for internal organizational integrity assessment, dividing participants into two groups.
Under the guidance of an external moderator, employees expressed their usual thoughts on organizational culture, unfair work orders, personnel systems, integrity, and corrupt practices.
Participants conveyed that it was a meaningful opportunity to honestly share opinions on creating an honest public service culture and hoped that feedback based on the FGI would be shared in the future.
Additionally, the district conducted an anonymous survey targeting about 660 employees, representing 50% of all staff, regarding organizational culture, anti-corruption systems, personnel tasks, budget execution, fairness of work orders, and integrity.
This survey, conducted to examine employees' overall opinions on integrity, showed a high participation rate of 97%.

The district plans to actively reflect the results of the Focus Group Interview and survey in the "2021 Comprehensive Plan for Integrity Improvement" to ensure policies that employees can empathize with and participate in more effectively.
