30 Billion Won Spent on Old Diesel Vehicle Emission Reduction Devices... "Recommendation for System Improvement"
Kwonikwi Recommends Improvement of Vehicle Emission Reduction Device Installation Support Project to Ministry of Environment and Ministry of Land, Infrastructure and Transport
[Sejong=Asia Economy Reporter Moon Chaeseok] The Anti-Corruption and Civil Rights Commission (ACRC) has demanded related ministries improve the system after discovering that about 30 billion KRW of subsidies, which had been provided to reduce emissions from old diesel vehicles by supporting diesel particulate filters, were fraudulently paid.
On the 16th, the ACRC announced that it had prepared the "Transparency Enhancement Plan for the Support Project of Installing Vehicle Emission Reduction Devices" and recommended system improvements to the Ministry of Environment and the Ministry of Land, Infrastructure and Transport.
In December last year, the ACRC revealed that among the 758.6 billion KRW in related subsidies paid from 2015 to 2020, about 30 billion KRW had been fraudulently received.
Many businesses inflated the cost of diesel particulate filters by about twice the actual price to fraudulently claim government subsidies.
There were also suspicions that vehicle owners did not pay their self-pay portion (10% of the device price), yet the devices were installed and subsidies were claimed.
Despite the installation process taking several months, it was conducted opaquely, leading to a flood of complaints.
Accordingly, the ACRC required manufacturers of diesel particulate filters to verify the number of devices sold and sales profits to recalculate the manufacturing cost of the devices.
They also mandated a reassessment of the vehicle owners' self-pay amounts.
A website was established to allow checking the application status for diesel particulate filters and the progress of device installation, as well as to provide guidance on precautions and actions for vehicle owners after installation.
The website is linked and operated in conjunction with the "Automobile Civil Complaints National Portal."

Yang Jongsam, Director of the Policy Improvement Bureau at the ACRC, stated, "We will not only handle subsidy-related reports but also connect them to system improvements to prevent leakage of government subsidies."
