'Daejeon Autonomous Police System' to Launch in July After Pilot Operation at the End of April
[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Daejeon-type autonomous police system will undergo a two-month pilot operation starting at the end of April and will officially launch in July.
On the 15th, Daejeon City announced that it will promote the enactment of ordinances for the pilot operation of the Daejeon-type autonomous police system, as well as the formation of the Secretariat, the Committee for Recommending Members, and the Autonomous Police Committee.
Currently, the city has officially requested each institution to recommend members for the autonomous police committee and plans to complete the appointment of all seven members by mid-next month.
The Autonomous Police Committee, which is also the core of the autonomous police system operation, is a collegial administrative body composed of members recommended by the Mayor of Daejeon (1 member), Daejeon City Council (2 members), Superintendent of Daejeon Office of Education (1 member), National Police Commission (1 member), and the Committee for Recommending Members of the Autonomous Police Committee (2 members).
The chairman and the full-time member will each be held by two political appointee civil servants (full-time members), and the other five members will be part-time members appointed by the Mayor of Daejeon in April.
The city will also enact ordinances concerning the organization and operation of the autonomous police affairs and the Autonomous Police Committee to operate the autonomous police system.
Earlier, on the 3rd, the city received a standard ordinance draft from the Daejeon Police Agency, collected opinions, and established a legislative plan.
Currently, after the first legislative review on the 8th, the content has been announced for legislative notice from the 9th to the 19th, and after the second legislative review and the Ordinance and Rules Deliberation Committee, it is planned to be submitted to the ‘257th Daejeon City Council Extraordinary Session’ opening on the 16th of next month.
The city is also undergoing legislative review and legislative notice for a partial amendment ordinance of the Daejeon City Administrative Organization and Staffing Ordinance to form the Secretariat. The amended ordinance includes an increase of 22 general positions.
Once the related procedures are completed, the city plans to organize and operate the Secretariat with one bureau, two divisions, and five teams, and to stabilize the initial autonomous police affairs, 40% of the staff will be supported (dispatched) from the Daejeon Police Agency to carry out the work, the city explained.

Im Jae-jin, head of the Daejeon Autonomous Police Preparation Team, said, “With the operation of the Daejeon-type autonomous police system, citizen safety and public security will be resolved quickly and reasonably,” adding, “To this end, the city will accelerate policy promotion and public awareness related to the autonomous police system in close cooperation with the Daejeon Police Agency.”
