[Asia Economy Reporter Hyunju Lee] On the 3rd, Joo Ho-young, floor leader of the People Power Party, proposed forming a 'consultative body among ruling and opposition parties and the government' regarding the payment of disaster relief funds during the National Assembly negotiation group leaders' speech. The aim is to avoid politically exhausting debates and to ensure practical support is provided to the affected parties.


Earlier, he stated, "After properly reviewing the effects of the disaster relief funds paid in the past three rounds, if it is done within the 'certain range that the budget can bear,' as the President said, our People Power Party will actively cooperate."


Floor leader Joo continued, "We will create effective and sincere measures so that compensation follows where there are losses and support follows where there is suffering," adding, "In addition to loss compensation and disaster relief funds, we will promote 'emergency survival funds' support for self-employed and small business owners threatened with survival due to government restrictions."


Essentially emphasizing selective support, Floor leader Joo said, "We will dispel the populism of the regime that tries to use even loss compensation and disaster relief funds for election purposes," and "We will improve the system so that more benefits can be given to vulnerable groups in our society, including small business owners and the self-employed."


He also expressed the intention to legally institutionalize loss compensation. Floor leader Joo said, "Precise and equitable compensation is necessary," adding, "While the government and ruling party are still struggling with the target, scope, and standards, the People Power Party will proceed with precise legislation to clearly and accurately compensate small business owners and the self-employed for losses caused by government administrative regulations."


Floor leader Joo said he would negotiate a three-month exemption for various public utility charges such as electricity bills. He emphasized, "We will inject 'emergency hometown revitalization funds' into rural and fishing villages nationwide suffering double hardships from COVID-19 and cold waves," and "We will also devise realistic support measures for platform workers and special employment workers who still remain in blind spots."

□ The Republic of Korea is a 'Nation Possessing Great People'


Respected citizens!

Speaker of the National Assembly Park Byeong-seok and fellow lawmakers!

Prime Minister Chung Sye-kyun and Cabinet members!

I am Joo Ho-young, floor leader of the People Power Party.


Today is Ipchun (the beginning of spring).

Although we have all endured very difficult times as COVID-19 has lasted over a year,

let us open a new spring with new hope.


Our people are winning the long war against COVID-19.

The government boasts about K-quarantine at every opportunity, but


in reality, K-quarantine is a painful model that can only succeed under excessive restrictions on people's freedom, the sacrifices and active cooperation of the people,

and the dedication of medical staff.

Therefore, if K-quarantine is a successful model, the credit belongs entirely to our people.


Because our people have demonstrated a spirit of sacrifice in every crisis, the Republic of Korea has been able to overcome all difficulties.


Our people can take great pride in this.


Even amid last year's worst COVID-19 crisis, the spirit of sharing was even stronger.

According to the Community Chest of Korea, the annual fundraising amount in 2020 reached a record high of 846.2 billion won.

In times of crisis, the great power of our people to care for neighbors was demonstrated.


People Power Party lawmakers also donated about 1.4 billion won by collecting 30% of their salaries over seven months from June last year.

We feel rewarded to be able to contribute even a little.


Confirming once again the great resilience of our people during the most difficult times,

I sincerely express my respect and gratitude to the citizens.


The Republic of Korea is truly a 'Nation Possessing Great People.'


□ Vaccines are livelihood and vaccines are the economy


The game changer that can end the long COVID-19 disaster is vaccination.

Vaccines are livelihood and vaccines are the economy.


The Moon Jae-in administration failed to secure vaccines early last year, intoxicated by self-praise of K-quarantine.

As a result of belated vaccine purchases, vaccination of essential medical personnel only began in February this year.


Herd immunity is expected to form only by November.

Our people must continue to fight COVID-19 this year.


If the government had listened earlier to experts and the People Power Party's suggestions since last year, the delay would not have been so severe.


The Moon Jae-in administration's repeated failure in quarantine by ignoring experts and the People Power Party's voices is not limited to vaccines.


One year ago, at the early stage of COVID-19, experts including the Korean Society of Infectious Diseases and the People Power Party urged seven times to block travel with China, the epicenter, but the government ignored them, being cautious of China.


Regarding rapid diagnostic kits,

the People Power Party proposed early introduction domestically for proactive quarantine since they are FDA-approved and exported overseas, but the government and ruling party opposed, citing low accuracy.


Only after the third wave in December did the government change its stance to introduce rapid antigen tests following President Moon's remark.


Self-testing is still not allowed.


Although accuracy is said to be lower, WHO clinical trials show accuracy up to 97.2% compared to the existing PCR method.

This is practically no different from the PCR method.


More than 100 countries worldwide, including the U.S., France, the U.K., and Ireland, use self-test kits produced in Korea.


In New York, LA, and San Francisco, rapid diagnostic kits are sold via vending machines, allowing citizens to self-test as they wish.

We should also allow self-testing so that all citizens can respond on their own.


Vaccine procurement also repeated a pattern of delay.

Despite drafting a record 560 trillion won budget for 2021, the Moon administration did not allocate any budget for vaccine procurement.


People Power Party health and welfare committee members first raised the issue in last year's regular National Assembly session,

and lawmaker Kang Ki-yoon even urged the hesitant minister, "If people don't get vaccinated, I will buy all the vaccines myself."


The government said, "There is no reason to be first to get vaccinated," citing vaccine safety,

and a ruling party lawmaker absurdly accused the opposition of trying to make people 'COVID-19 guinea pigs.'


It was a time when all countries mobilized national power to secure vaccines.

When opposition lawmakers asked about foreign cases to urge the government,

Prime Minister Chung Sye-kyun irresponsibly replied, "Check with those countries."


Although vaccination should block infection spread at the source, the government only boasted baseless confidence, saying "If a domestic treatment is developed, Korea will become the world's first COVID-free country."


Vaccinations started at the end of last year, and as of January 30, 945 million doses have been administered in 62 countries worldwide, with an average of 4.47 million doses daily, but we have not even started.


Israel has already vaccinated over half its population with the first dose, and the U.S. has surpassed 30 million.


According to a report by the Korea Economic Research Institute, if vaccine introduction is delayed by one quarter amid rising COVID-19 spread, Korea's annual GDP could decrease by 53 trillion to 230 trillion won additionally.


The Moon administration boasts that Korea ranked first in economic growth among OECD members in 2020, but OECD and IMF forecasts are not so bright.


According to OECD, the 2021 economic growth rate of the world's top 20 countries (G20) is 4.7%, but Korea's is 2.8%,

and according to IMF, the global economic growth rate this year is 5.5%, but Korea's is only 3.1%.


Delayed vaccination could worsen these forecasts.


The European Union (EU) and Israel are reviewing vaccine passports, and Iceland began issuing 'COVID-19 vaccination certificates' last month.


While citizens of other countries with vaccination certificates freely travel the world, our citizens are effectively grounded.


We worry that the Moon administration's incompetence and complacency shown during vaccine procurement will be repeated in vaccination efforts.


We hope the government listens to experts and the opposition now to avoid further trial and error and mistakes.


The government should quickly restore schools and friends to children,

stores and customers to self-employed people,

and daily life and jobs to the people.


□ Precise COVID-19 loss compensation is necessary


It is unfair to make small business owners and self-employed bear the 'forced losses' caused by 'K-quarantine administrative orders' entirely on their own.


The first bill submitted by the People Power Party in this National Assembly was the 'Livelihood Support Act for COVID-19 Crisis Escape.'


'COVID-19 loss compensation' has been demanded by the People Power Party since last year.


It is belated that the government and ruling party, which ignored our demands, have now changed their stance and are rushing legislation.


Precise and equitable compensation is necessary.

While the government and ruling party are still struggling with the target, scope, and standards, the People Power Party will proceed with precise legislation to clearly and accurately compensate small business owners and the self-employed for losses caused by government administrative regulations.


Discussion on the fourth round of disaster relief funds has begun even before the third round is completed.


After properly reviewing the effects of the past three rounds of disaster relief funds, if it is done within the 'certain range that the budget can bear,' as the President said, our People Power Party will actively cooperate.


Our People Power Party proposes forming a 'consultative body among ruling and opposition parties and the government' to avoid politically exhausting debates and to ensure swift and practical support to those suffering.

we will create effective and sincere measures.


□ Let's establish a Post-COVID Special Committee


Our government and National Assembly have been focused on COVID-19 measures,

neglecting to prepare national strategies for the post-COVID era.


Countries worldwide are already establishing meticulous strategies to survive in the changed world order after COVID-19.


Without meticulous strategies and thorough preparation for the coming future, we will inevitably be eliminated in the harsh competition.


Alongside efforts to overcome the COVID-19 crisis,

I propose establishing a 'National Assembly Post-COVID Special Committee' to prepare future strategies for Korea.


The success of this committee will determine Korea's future.


□ We must resolve real estate inequality


Soaring real estate prices have deepened despair among our people.


Despite 25 real estate measures,

the increase in real estate prices during the Moon administration's four years is much larger than the combined 14 years of the previous three administrations.


According to the Citizens' Coalition for Economic Justice's analysis of Seoul apartment prices by administration,

over the past 18 years, Seoul apartment prices rose from 310 million won to 1.19 billion won, a 3.8-fold increase.


Of the 880 million won increase, 530 million won occurred during the Moon administration.

Seoul apartment prices rose by 82% during the Moon administration's four years.


As a result, it takes 36 years to buy an average-priced apartment in Seoul without spending a single won of wages.

Saving 30% of wages would take 118 years.

It truly makes one ask, 'Is this really a country?'


The Moon administration raised housing prices to the sky but tells people to live in monthly rent or rental housing.

This administration ignored the People Power Party's criticism and legislative improvement demands, unilaterally passed the 'Three Lease Acts,' causing rental prices to soar and creating rental refugees.


The 'Three Lease Acts,' intended to protect tenants, only caused confusion and suffering.


What exactly are the people supposed to do?


The worst real estate and asset inequality in history has caused despair among youth, who say, 'This life is ruined.'


Youth are borrowing money and pooling their souls to engage in panic buying of houses or entering the stock market.


We fear where this 'all-in debt investment' will end.


President Moon said, 'I am confident about real estate issues.'

But eventually, President Moon and party leader Lee Nak-yeon admitted failure and apologized.


Why did real estate policy fail so miserably?

Have the causes of failure been identified?


The fundamental cause is the wrong philosophy and policy direction of the Moon administration's real estate policy.


This administration ignored market mechanisms and infringed on people's basic rights to property and freedom of residence.

It ignored people's natural and universal desire for housing stability and home ownership.


It ignored the basic market economy principle that prices are determined by supply and demand.

While thoroughly blocking housing supply, it confined people in unprecedented regulatory prisons to suppress demand.

Seven out of ten people live in regulated areas, and to buy a house, they must get permission from district office staff and submit a funding plan.

Even retroactively, people who had plans to buy houses were forced to give up due to these regulations.


Isn't this an infringement on people's property rights?

Isn't this a restriction on freedom of residence?


The next major cause is appointing the wrong minister.

The former Minister of Land, Infrastructure and Transport had no experience or expertise in real estate policy.

Ignoring the huge real estate market mechanisms, he forcibly pushed policies against people's universal desires and market realities.

By stubbornly issuing wrong policies trying to beat the market and people, he threw the entire real estate market into chaos and completely ruined people's housing livelihood.


The new minister says he will increase supply, but

it is hard to believe as it differs from his usual beliefs, and

how effective can supply increase be with only about one year left in the administration?


The current real estate crisis in Seoul is due to the late Mayor Park Won-soon's thorough blocking of reconstruction and redevelopment, causing supply-demand imbalance.

Over the past 10 years, about 400 redevelopment projects were canceled, and about 250,000 houses were not supplied.


We have continuously advocated supply expansion, but the government and ruling party ignored us and are only now saying they will increase supply.


It takes four to five years or more for major real estate policies to be implemented and show effects, so it is too late.


The People Power Party will prepare the following measures to solve the worst real estate problems caused by the Moon administration.


First, in Seoul, the epicenter of the real estate crisis,

we will revitalize reconstruction and redevelopment projects halted by various regulations,

and develop existing downtown areas with high density and high-rise buildings.

We will raise floor area ratio standards lower than legal limits,

adjust safety inspection standards that do not reflect reality,

and greatly increase supply through securing large-scale urban land.


Second, to stabilize the real estate market urgently, we will lower capital gains tax.

We will also ease tax burdens on actual homebuyers such as one-household one-homeowners,

and reduce acquisition and registration taxes for first-time homebuyers.

Additionally, we will prepare comprehensive tax burden relief policies, including lowering comprehensive real estate tax and property tax rates and adjusting comprehensive real estate tax thresholds.


Third, with soaring real estate prices, the government's plan to realize official property prices will cause huge tax burdens starting this year.

We will prevent rapid increases in official property prices to reduce citizens' burdens.

Rising official property prices increase burdens in over 60 areas, including real estate taxes and health insurance premiums.

We will change the current Ministry of Land, Infrastructure and Transport's official price assessment system to a government-wide management system.

We will also legally adjust the upper limit of official price increases.


□ We must escape from vain illusions about North Korea


People in this administration are twisting clear facts to distort suspicions about the Moon administration's support for North Korean nuclear power.

Please stop distorting facts.


President Moon declared upon inauguration that he would completely scrap Korea's world-class nuclear power plants.


The minister even verbally abused staff, saying "Do you want to die?" while pressuring early closure of the Wolseong Nuclear Power Plant Unit 1.


Ministry of Industry officials who manipulated the economic feasibility of Wolseong Unit 1 to close it early are now going to prison one after another.


The documents destroyed by these officials include a document reviewing nuclear power support for North Korea right after the 2018 inter-Korean summit.


At that time, President Moon ordered Prime Minister Lee Nak-yeon to "make sure related ministries do not rush," and despite pushing for nuclear plant closure recklessly, the Ministry of Industry's independent review of North Korean nuclear plant construction is not convincing.


President Moon has not properly explained these serious suspicions raised by the people but counterattacks, calling it 'old-fashioned politics.'


The ruling party is unleashing slander such as 'colorism' and 'North Korea scare tactics' against the opposition monitoring the regime's suspicions and illegalities.


They even threaten to prosecute the leader of the main opposition party, saying he 'crossed the line.'


Who was the chairman of the summit promotion committee that pushed the October 2007 inter-Korean summit just two months before the presidential election?

Who arranged the Trump-Kim Jong-un summit show in Singapore just one day before the 2018 local elections?

Isn't this North Korea scare tactics?

This administration blames others with colorism and North Korea scare tactics when inconvenient. This is audacity beyond reason.


Kim Jong-un said in his 2019 New Year's address,

"We must take the country's power supply issue as a nationwide project and prospectively develop nuclear power generation capabilities."


Many citizens are puzzled by Kim Jong-un's confident statement about 'developing nuclear power capabilities' in North Korea, which has no commercial nuclear plants.


This administration insists that the USB delivered by President Moon to Kim Jong-un did not contain a single word about nuclear power.

They demand the opposition to stake their lives to disclose the USB's contents, yet many people have seen the USB that went to North Korea.

Then the people have the right to know.


Whether confidential Ministry of Industry documents related to Korean nuclear power were leaked to North Korea,

the ruling party should not hide but lead a state audit and disclose to the people.


According to the 'Inter-Korean Exchange and Cooperation Act,' the USB must be approved by the Minister of Unification.

The Minister of Unification must keep the contents.

Please confirm whether President Moon followed these legal procedures.


In 2007, the person who led the inter-Korean 10.4 agreement was then-President Moon's chief of staff.

He issued promissory notes worth hundreds of trillions without people's consent to Kim Jong-il.

But Kim Jong-il did not give up nuclear weapons even as his people starved.

His son Kim Jong-un is the same.


With about one year left in office, people suspect President Moon might again offer gifts to North Korea like in 2007.


When President Moon proposed a peace economy plan saying, 'If South and North Korea join hands, we can surpass Japan at once,' what was Kim Yo-jong's response?

It was an unspeakable curse.


I sincerely urge President Moon.

You have known enough and suffered enough.

Now escape from vain illusions about North Korea.


□ Rule of law and democracy are in crisis


Respected citizens!


Democracy is rule of law, and independent investigative agencies and judiciary are essential.


However, the Moon administration rapidly promoted Yoon Seok-youl, who led the purge of deep-rooted evils, to Prosecutor General, telling him to investigate the living power, but when he investigated former Minister of Justice Cho Kuk's misconduct, the Blue House's interference in the Ulsan mayoral election, and early closure of Wolseong Unit 1, they caused a commotion for a year trying to oust him.


They exercised unprecedented investigative orders three times against the Prosecutor General, created six false charges to exclude him from duty, and framed a disliked chief prosecutor with absurd media collusion charges, committing all kinds of illegal acts.


Yet, they failed to oust the Prosecutor General.


If Prosecutor General Yoon really tried to create a prosecutorial republic illegally and destroy democracy, shouldn't he be removed now?


If not, the Blue House and Democratic Party should sincerely apologize to the people.


President Moon's appointment of the Minister of Justice also shows how much the rule of law has collapsed.


The Minister of Justice, who should be the most fair and appear fair, loses fairness the moment a person with a specific party affiliation is appointed.


A Democratic Party member as Minister of Justice is the Democratic Party's Minister of Justice, not the Republic of Korea's.


President Moon, a lawyer himself, appointed only core pro-Moon figures among Democratic Party members as Ministers of Justice, seemingly unaware of the seriousness and harm.


Prosecutor General Yoon, who has returned to duty, must proceed with investigations into the living power without hesitation.


He announced resuming investigations into the Blue House's interference in the Ulsan mayoral election after the April general election, but there has been no news for almost a year.


The illegal early closure of Wolseong Unit 1 must also be investigated more thoroughly.


The illegal travel ban on former Deputy Minister of Justice Kim Hak-eui must be swiftly investigated.


There is no intention to defend his illegal acts.


However, as the origin of the Miranda rule shows, due process applies to all, even villains, and that is rule of law and constitutional command.


The Democratic Party has praised and protected even those who are not whistleblowers.


But they accuse whistleblowers unfavorable to themselves of leaking secrets and threaten to prosecute.


We will watch as the Anti-Corruption and Civil Rights Commission considers them qualified whistleblowers,

but how can the Democratic Party be so two-faced?


Those who used to shout democracy now have become its destroyers.


So much so that leading progressive professors call this administration 'soft fascism' and 'activist dictatorship.'


What is the candlelight spirit this administration keeps shouting?

Isn't it 'fairness and rule of law'?

Those who have abandoned 'fairness and rule of law' should never mention the candlelight spirit again.


There is a saying that knowing shame is the minimum condition for good politics.


Destruction of democracy is also progressing in the National Assembly.


The Democratic Party is unilaterally passing important bills affecting people's lives by numerical power.


The 'Three Lease Acts' that created rental refugees were also passed unilaterally.


They even passed the '5.18 distortion punishment law' and 'North Korea leaflet ban law,' which infringe on the fundamental freedom of expression.


The 'North Korea leaflet ban law' is scheduled to be discussed in a U.S. congressional hearing and condemned by European human rights organizations.


It is a violent act that regresses Korea's democracy by decades.


The Democratic Party also unilaterally deleted the opposition's veto right in the core provisions of the Corruption Investigation Office law, breaking repeated promises to the people and opposition.


They are also pushing for impeachment of judges by numerical power.


Judges who commit serious misconduct should be impeached.


But to dismiss judges, a pillar of the separation of powers, through impeachment, strict procedures must be followed.


Impeaching a judge who was acquitted without confirming impeachment requirements or hearing the judge's defense is an abuse of impeachment and intimidation of all judges.


Administrative unilateralism continues.


They say 'personnel is everything,' but under this administration, 'personnel is disaster.'


Confirmation hearings are mocked as meaningless.


Twenty-seven unqualified ministerial candidates were appointed without confirmation reports.


Especially, the Ministry of Justice, which should symbolize strictness, has become synonymous with personnel disasters.


With the Minister of Justice leading the destruction of rule of law, discussing qualifications is pointless.


I will not elaborate on problems in court administration under Chief Justice Kim Myung-soo, as I have pointed them out several times.


The general election was held on April 15 last year.

Election invalidation lawsuits must be decided within six months.

Currently, about 130 election invalidation lawsuits have not been concluded.


Despite numerous allegations of election fraud, there has never been such a delay violating legal provisions.


There is no explanation for the delay.


Is the Supreme Court allowed to act like this?


In some cases, recounts were done two months after the election, on June 8.


This time, even after six months, there is no prediction of when the verdict will be.


The delay in election trials damages the Supreme Court's credibility.


□ A sincere request to the Democratic Party


Respected Democratic Party colleagues!


Presidential failures are repeated without exception.

I believe the ultimate cause is that presidents try to exercise more power than allowed by the constitution and laws, and checks and balances do not work properly.


Whenever presidential power abuse is pointed out or criticized, loyalists rush to defend desperately, making the president a ruler above the law.


For presidential power to be exercised within legal limits, the president himself must first practice restraint and tolerance.

And the National Assembly, another institution entrusted with popular sovereignty, must properly check presidential power.

Failure to do so in time has caused presidential misfortunes.


The constitution places the National Assembly before the president.


The Democratic Party, with an overwhelming majority, should properly play its role this time to prevent further presidential misfortunes and create a healthy tension while power is alive.


Some advocate constitutional amendments to improve political power structures.

But before discussing amendments, we must first abide by the existing constitution.

Our constitution already provides sufficient checks on the president by the National Assembly.

Misfortune arises because the National Assembly, submissive to power, fails to perform its role.


Now, the National Assembly must take the lead.

We must escape the president-dependent structure.

The ruling and opposition parties must sit together and debate through the night if necessary.

Ultimately, decisions should be made by majority vote, but minority opinions must be fully heard and reflected.

This is true cooperation.

When such cooperation begins in the National Assembly,

national unity will be achieved,

Korea will advance to the next level, and politicians will be loved by the people.


□ The people's stern judgment will set the country right


Respected citizens.


Four years ago, the Moon administration launched under the slogan,

"A state that takes responsibility for my life."

The illusion of this slogan was revealed quickly.

President Moon's state could not even prevent the tragic death of Jeong-in.

What kind of country is Korea now?


The people hoped for a democratic republic where power is exercised publicly under the rule of law.

They hoped for a clean country without power-related corruption and bribery.

They hoped for a country where civil liberties are maximally guaranteed.

They hoped for a fair and equitable country where equality of process is ensured.

A country with minimal income inequality and a strong middle class,

A country with infinite opportunities for youth.


President Moon promised to realize these hopes in his inauguration speech.

How much of these hopes have been realized in Korea today?


The Moon administration has thoroughly betrayed the people's hopes.

They took away the people's candlelight and lit their own path.

With about one year left in President Moon's term, the crisis of life and democracy is more serious than ever.

The shortcut to overcoming Korea's crisis is to replace the incompetent and immoral regime.


The great power to restore Korea ultimately lies with our people.

When the ruling power plunges the country into crisis with incompetence, arrogance, and dogmatism,

our great people who have stood the country up will not forgive this incompetent and arrogant regime.


The Seoul and Busan mayoral elections on April 7

must be a stage for stern judgment of the Moon administration.


Moreover, these elections are held due to sexual crimes by Democratic Party-affiliated local leaders.


The election costs alone amount to 83.8 billion won,

and the administrative vacuum losses are incalculable.


The Democratic Party promised not to field candidates in elections where they are responsible.


But they broke that promise like a discarded object and now say they will field candidates as if nothing happened.


Power tends to become arrogant the moment people take their eyes off.
