Daejeon Citizens' 'Safety Insurance' Coverage Expanded and Improved
[Asia Economy (Daejeon) Reporter Jeong Il-woong] Daejeon City is improving the operation of its Citizen Safety Insurance. The key improvements include the expansion of coverage items and the exclusion of duplicate coverage for the same risks.
According to the city on the 12th, the detailed coverage items of the improved Citizen Safety Insurance include ▲death and permanent disability from explosion, fire, collapse, and landslide injuries ▲death and permanent disability from injuries while using public transportation ▲death and permanent disability from gas accidents ▲death and permanent disability from robbery injuries ▲death from natural disasters ▲treatment expenses for injuries from school zone traffic accidents.
Among these, gas injury, robbery injury, and school zone accident treatment expenses have been newly added to the Citizen Safety Insurance coverage items starting this year.
Separately, from this year, Citizen Safety Insurance will exclude ‘accident medical expenses’ that overlap with other public insurances such as the ‘Yeongjomul Liability Insurance’ operated by the city and autonomous districts.
This decision was made with reference to the Financial Supervisory Service’s indication and recommendation that overlapping with personal indemnity insurance infringes on the private sector and creates a structure where profits can be gained through insurance.
However, even if accident medical expense support is excluded, Daejeon citizens can receive insurance payments for treatment costs of accidents not caused by their own fault through ‘Yeongjomul Liability Insurance in-house treatment expenses,’ ‘Bicycle Insurance,’ and ‘Business Liability Insurance’ for public gyms and swimming pools, the city explained.
The improvement of Citizen Safety Insurance was made by analyzing past operational performance to preserve the original purpose and intent of the insurance while adjusting unreasonable aspects.
Enrollment in the insurance is automatic for all citizens registered as residents in the city without a separate application, with death and permanent disability insurance benefits up to 20 million KRW and school zone traffic accident injury treatment expenses covered up to 10 million KRW.
To claim insurance benefits, one must submit a claim form and related supporting documents to the insurance company when the claim event occurs.
For more detailed information about Citizen Safety Insurance, inquiries can be made through the Korea Local Finance Association Compensation Center or the Safety Policy Division of Daejeon City Hall.
Meanwhile, Citizen Safety Insurance has been in effect since the end of 2019, serving as a kind of safety net to help citizens overcome difficulties such as death or permanent disability caused by various disasters and accidents.

For example, last year, insurance payments of 20 million KRW each were made for nine death cases including the fire at an apartment in Jeongnim-dong, 3 million KRW for one case of permanent disability after a public transportation accident, and a total of 600 million KRW for about 460 cases including accident medical expenses.
