Jangseong-gun Announces Key Policies for 2021... 'Pursuing Citizen Happiness'
[Jangseong=Asia Economy Honam Reporting Headquarters Reporter Jo Hangyu] Yoo Doo-seok, the governor of Jangseong County, Jeollanam-do, announced the ‘2021 Priority Policies’ on the 4th and expressed his hope to walk together with 50,000 residents to create a ‘New Jangseong.’
Earlier, based on last year’s achievements, five core strategies under the banner of ‘Pursuing Residents’ Happiness’ were established, drawing significant attention.
The county will pursue balanced development across all sectors and create a foundation where all residents can be happy through ▲sustainable growth creating value ▲welfare and economy that bring happiness ▲culture and tourism that people want to visit ▲leading wealthy rural areas ▲resident-centered safety and communication.
By solidly promoting mid- to long-term projects, it will create future value and implement a ‘Jangseong-type’ New Deal policy to restore regional vitality in the post-COVID-19 era.
The National Cardiovascular and Cerebrovascular Center, established in the Gwangju Research and Development Special Zone within the Advanced 3 District, is a national institution overseeing research on cardiovascular and cerebrovascular diseases. With the establishment of a medical industry base nearby, continuous job creation is expected.
Along with this, the county will thoroughly promote projects such as the opening of the Cheongun Underpass connecting eastern and western Jangseong, the establishment of a highway Hi-Pass IC, the creation of the large-scale residential complex Deokseong Happiness Village in Nam-myeon, and the development model plan for the Goryeo Cement site complex.
Distinctive urban design policies such as the Rural Hub Revitalization Project, Basic Living Base Creation Project, preliminary urban regeneration projects, and the ‘Yellow City Architectural Design Support Project’ will also be promoted to complete an artistic color city and enhance residents’ quality of life and pride.
Support for elderly residents will continue with the construction of a Senior Citizens’ Hall and Family Center, support for cataract surgery costs, shingles vaccination support, and operation of a Dementia Relief Center.
Welfare services for vulnerable groups will be expanded, customized family welfare promoted, and projects such as LH public rental housing (phases 3 to 5) will be steadily implemented to eliminate welfare blind spots and increase happiness.
Additionally, through the issuance of Jangseong Love Gift Certificates (electronic and paper types), establishment of an integrated management system, and implementation of region-tailored population policies (Salmon Project), the county aims to increase people and jobs and revitalize the local economy.
The cultural and tourism sectors, which are strengths of the county, will be efficiently developed by maximizing the value of local resources.
Hwangryonggang River, famous for the Yellow Flower Festival and the 1 billion flower path, will promote the ‘Hwangryonggang Tourism Attraction and National Garden Designation Project,’ and install theme gardens and the Yellow Art Center.
The Jangseongho Lakeside Trail will seek activation plans such as creating demand for stay-type tourism, and projects such as promoting the globalization of the scholar culture at Pilam Seowon Confucian Academy and creating premium forest recreation areas (Chukryeongsan, Bultaesan) will also proceed.
Furthermore, to strengthen agricultural competitiveness, the county plans to establish the National Subtropical Crop Demonstration Center, build a local food direct market in the Gwangju area, promote the Rural New Vitality Plus Project, foster young farmers, create a golden fruit production complex responding to climate change, and establish a safe food circulation system to realize a wealthy rural area.

Governor Yoo Doo-seok said, “Last year, the county demonstrated the ‘Power of Jangseong’ everywhere based on bold and persistent spirit of challenge, love for the hometown, and collaboration,” and added, “I hope to elevate these achievements further and create a new history of ‘New Jangseong’ together with 50,000 residents.”
