Kim Chang-gi Appointed as Commissioner of Central Regional Tax Office, Oh Deok-geun and Jo Jeong-mok as Heads of Incheon and Daegu Offices
[Asia Economy Reporter Kwangho Lee] Kim Chang-gi, Director of the Individual Taxpayer Bureau at the National Tax Service (NTS), has been appointed as the Commissioner of the Central Regional Tax Office, a first-grade position. Oh Deok-geun, Director of the Information Management Division at the NTS, was appointed as the Commissioner of the Incheon Regional Tax Office, and Jo Jeong-mok, Director of the Income Support Bureau at the NTS, was appointed as the Commissioner of the Daegu Regional Tax Office.
On the 31st, the NTS carried out a regular high-level personnel reshuffle with these appointments.
This personnel reshuffle was conducted to promptly fill vacancies due to honorary retirement, provide value-added tax final returns and year-end tax settlement services, support tax administration to overcome the novel coronavirus disease (COVID-19), and promote innovation in tax administration to respond to changes in the tax environment, ensuring smooth execution of key tasks.
Kim, the new Commissioner of the Central Regional Tax Office, entered public service through the 37th Administrative Examination and has held major positions such as Director of the Individual Taxpayer Bureau at the NTS, Auditor at the NTS, and Director of the Investigation Division 2 at the Seoul Regional Tax Office.
He refined the identification of housing rental income by expanding the scale of tax audits on high-priced and multi-home rental business operators suspected of tax evasion and building big data analysis materials using surrounding market prices of rental income.
He also improved the productivity of tax administration by shifting the audit method to focus on problem-solving and established a continuous analysis system for high-income self-employed individuals, strengthening tax collection in sectors with high tax evasion risks and new types of evasion.
Oh, the new Commissioner of the Incheon Regional Tax Office, entered public service through the 7th-grade open competitive exam and has worked extensively in various fields including Director of the Information Management Division at the NTS, Director of the Investigation Division 1 at the Central Regional Tax Office, and Director of the Operations Support Division at the NTS.
He actively supported the export of e-government systems by domestic IT companies, successfully exporting a Korean-style national tax system worth approximately 100 billion KRW to the Indonesian government, and focused investigative capabilities by utilizing scientific analysis techniques to counter intelligent tax evasion by large corporations and high-asset individuals.
Jo, the new Commissioner of the Daegu Regional Tax Office, entered public service through the 38th Administrative Examination and has held key positions such as Director of the Income Support Bureau at the NTS, Director of the National Tax Officials Training Institute, and Director of the Honest Taxpayer Support Bureau at the Central Regional Tax Office.
He contributed to stabilizing the livelihoods of low-income working households facing economic difficulties due to COVID-19 by early payment of 397.1 billion KRW in earned income tax credits (910,000 households) for the first half of this year, and helped strengthen the tax expertise of workers by conducting demand-oriented customized on-site training for related organizations and accounting practitioners.
