[Asia Economy Reporter Jongil Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) announced that it won the Excellence Award in the Innovation Policy category and the Encouragement Award in the Public Official Creative Proposal category at the ‘2020 Second Half Seoul Creativity Awards.’
The Seoul Metropolitan Government operates the Seoul Creativity Awards to reward citizens, public officials, and others who contribute to the development of city administration with new ideas or projects, and to share and spread excellent cases.
In the Innovation Policy category, the proposal titled ‘Improving only the construction method solves poor construction, noise, and dust’ suggested by the district office’s Road Department was selected for the Excellence Award.
Until now, when installing circular manholes on roads, cutting the manhole on-site led to reduced construction quality and caused significant noise and dust, resulting in many inconveniences.
In April, the district changed the construction method from on-site cutting to standardizing circular manholes, manufacturing them in advance at the factory, and installing standardized products on-site.
This improvement in the construction method enhanced precision, saved construction time, and prevented noise and dust generation, thereby increasing construction efficiency and reducing complaints, earning high praise for achieving two benefits at once.
Additionally, in the Public Official Creative Proposal category, Hong Ji-hoon, an administrative officer from the Local Economy Division, received the Encouragement Award for ‘Utilizing GIS (Geographic Information System) and administrative information linkage to improve bulky waste collection operations.’

Bulky waste managers at the community service centers spend over an hour daily manually marking waste collection locations.
Although commercial map services like Google Maps allow registering Excel files containing addresses to input location information on maps within about five minutes, these services cannot be used on the administrative network due to Seoul’s security policies.
Therefore, Hong proposed building Seoul’s own GIS to visualize administrative information and quickly handle related tasks, receiving favorable reviews.
Hong Ji-hoon, who won the Encouragement Award, said, “Seeing my colleagues struggle with bulky waste collection tasks, I proposed this method I use so that other employees could work more efficiently,” adding, “I feel good that the effort to improve rather than endure inconveniences can help other employees as well.”
A district official stated, “Small ideas discovered while carrying out tasks can greatly benefit the entire district,” and added, “We will continue to actively discover new ideas and transform residents’ lives more conveniently through efficient administration.”
