Na emphasized, "The health insurance premium system for regional subscribers should be gradually reformed to focus on income and, in the long term, integrated into the tax system to improve fairness and predictability. The decision-making structure for setting health insurance premiums should be made transparent and professional to minimize arbitrary increases."
