Controversies Over the Three Regulatory Laws and Labor Union Law... "Majority Passage of Government Proposals in the 21st National Assembly's First Regular Session"
Ministry of Legislation Reports Legislative Achievements of Regular National Assembly Session at Cabinet Meeting
[Asia Economy Reporter Moon Chaeseok] The government announced on the 15th that the 'Fair Economy 3 Acts' (amendments to the Commercial Act and the Fair Trade Act, and the enactment of the Financial Group Supervision Act) and the 'Labor Union 3 Acts' (Labor Union Act, Public Officials Union Act, Teachers Union Act) have passed the National Assembly hurdle, stating that "many of the government's core legislative agenda bills have been passed."
The Legislation Office reported at the Cabinet meeting on the promotion plan for smooth legislation of major bills including national agenda bills.
During the regular session of the National Assembly, 1,080 out of 6,004 bills proposed since the opening of the 21st National Assembly this year were processed. The bill processing rate for the first regular session was 18%, higher than 20th National Assembly's 12%, 19th's 7.6%, and 18th's 6.8%.
Some claim that the ruling party ignored social consensus and constructive discussions with the opposition party and unilaterally handled major tasks, calling it 'giyeo (giyeo) legislative dominance,' but the government emphasized that "the processing rate of government bills was high."
The Legislation Office explained, "Compared to the bill processing performance of previous first regular sessions, both the number of bills processed and the processing rate have significantly increased."
It added, "Especially, as many core legislative tasks promised to the public have been passed, major government policies are legislatively supported, providing an opportunity for the public to feel the effects of the policies."
The Legislation Office stated, "Going forward, each ministry will focus its capabilities on legislation to overcome crises and secure future growth engines by actively engaging in legislative activities led by ministers and vice ministers and enhancing cooperation among the ruling party, government, and the Blue House to increase legislative achievements."
Lee Kangseop, head of the Legislation Office, said, "To ensure swift and high-quality legislation of major policies including national agendas, the Legislation Office will strengthen collaboration with related ministries and do its utmost to support legislation."
