Guri-si, Internal Integrity Level Rises by 2 Steps... Consecutive 2nd Grade Overall Integrity for 2 Years
The Only One in Gyeonggi-do, Achieves Internal Integrity Grade Improvement from Level 4 to Level 2
[Asia Economy Reporter Ra Young-cheol] The internal integrity level of Guri City, Gyeonggi Province, rose by two steps this year, maintaining the 'Comprehensive Integrity Level' at grade 2 for the second consecutive year.
The 'Comprehensive Integrity Level' is measured by 'External Integrity' and 'Internal Integrity.' 'External Integrity' evaluates the experience and perception of civil petitioners regarding the integrity level of the institution from the perspective of the service recipient, while 'Internal Integrity' is assessed through surveys by employees evaluating the integrity level of their organization's work and culture from the perspective of internal customers.
The city announced on the 10th that "Guri City achieved a 'Comprehensive Integrity Level' grade 2 in the '2020 Public Institution Integrity Measurement Results' conducted by the Anti-Corruption and Civil Rights Commission, which evaluated 580 public institutions nationwide."
Notably, Guri City is the only one among the 31 cities and counties in Gyeonggi Province where the 'Internal Integrity' rose by two steps. This is analyzed to be influenced by the high self-esteem regarding integrity among all employees, following Guri City's selection as the best institution at the '9th Gyeonggi Province Integrity Awards' held last September.
Furthermore, since no city-level institution nationwide achieved a grade 1 in the comprehensive integrity evaluation this time, maintaining grade 2 in Guri City's comprehensive integrity is given the significance of being a 'result of internal efforts.'
Prior to the evaluation, Guri City implemented various policies to improve the previously weak internal integrity (grade 4), including ▲holding departmental integrity policy progress meetings ▲operating a self-learning system for integrity practice ▲conducting public official code of conduct training led by department heads.
Park Un-pyeong, Chairman of the Guri City Labor Union, evaluated, "Achieving a comprehensive integrity level of grade 2 is the result of appropriate personnel placement of internal staff since the 7th local government administration, changes in the working environment and increased work efficiency due to the implementation of the 8·8·8 policy, and improved work concentration through the implementation of a focused work system."

Mayor Ahn Seung-nam also pledged, "We will carefully examine the corruption-inducing factors diagnosed through this evaluation and prepare improvement measures, striving to achieve a comprehensive integrity level of grade 1 in 2021 so that a culture of integrity firmly takes root in the public service community."
