Focusing on 'Future New Growth'... Laying the Foundation for Early Regional Economic Recovery
[Asia Economy Reporter Ra Young-cheol] Yangju City in Gyeonggi Province has prepared a budget proposal of 907.6 billion KRW for 2021 and submitted it to the city council.
This amount is 1.27% less than the initial budget, with the general account increasing by 4.66% to 794.6 billion KRW, and the special account decreasing by 29.41% to 112.9 billion KRW.
Through this, the city plans to actively invest in ▲support for vulnerable groups such as women, youth, and children in the social welfare sector ▲response to the COVID-19 national disaster situation ▲job creation and support for small business owners and companies to revitalize the local economy ▲transportation and logistics through the expansion of Line 7 and the GTX-C line.
Additionally, the city will focus on expanding living SOC, constructing parking lots, expanding east-west balanced development connecting roads, and purchasing long-unexecuted park sites.
The city stated on the 10th, "We plan to focus on projects that can concentrate on concrete outcomes and job creation effects to lay the foundation for early recovery and leap forward of the local economy."
The city has set the core administrative goal for 2021 as 'Respect for Life, Regional Focus, New Growth Vitality Yangju,' and is driving efforts to secure growth engines.
It will take preemptive measures against the rapid social environmental changes brought by COVID-19, focus on six strategic tasks by sector, and realize the three values of life, region, and vitality in the second half of the 7th local government term.
First, through regional development such as Eunnam General Industrial Complex, Yangju Station Area Development, Gyeonggi Yangju Technovalley, Nam-myeon New Market Complex Center, and Jangheung Stream Living SOC projects, the city plans to focus on job creation and economic revitalization.
It will also accelerate the early establishment of metropolitan and public transportation networks through projects such as the Dobongsan~Okjeong Metropolitan Railroad Construction Project, GTX-C Deokjeong Station Development Project, road expansion and paving works, and the creation of public parking lots for retention basins and cargo.
The city will also focus on welfare projects such as basic pension support for the elderly, elderly welfare projects for safe aging, support for disabled activity allowance, women's welfare promotion projects, child-friendly city creation, and the construction of a children's culture center.
Along with this, aiming to create 110,000 jobs by 2025, the city has identified 7 implementation tasks, 10 representative projects, and 76 detailed projects in three fields: Digital New Deal, Green New Deal, and Human New Deal.
The 10 representative projects are ▲Yangju's cultural heritage experienced through 360 views ▲Non-face-to-face online health promotion project 'Yangju On-Health' ▲Creation of Yangju Eunnam E-commerce specialized general industrial complex ▲Local water and sewage smart project ▲Urban regeneration growth base establishment ▲Promotion of eco-friendly buses, cargo, and electric vehicles ▲Fostering and establishing green leading promising companies in Yangju Technovalley ▲Challenge Yangju Youth Future Job Project ▲Job support to resolve unemployment among vulnerable groups ▲Support for women's employment and entrepreneurship.
To build new growth infrastructure such as advanced manufacturing-based platforms, the city plans to develop Gyeonggi Yangju Technovalley into an advanced industrial complex and Eunnam General Industrial Complex into an E-commerce specialized general industrial complex by attracting representative Korean Digital New Deal companies.
To improve the qualitative level of citizens' culture and arts, the Yangju Art Center, planned to be built on a 16,923㎡ site, passed the preliminary feasibility study by the Ministry of Strategy and Finance last May, securing 35 billion KRW in national funds, and is currently undergoing procedures to lift the development restriction on the construction site with a goal of completion in 2024.
For the benefit of socially marginalized groups including the disabled, the city plans to create a comprehensive welfare town for the disabled in the Samsung-dong area and expand leisure opportunities for disabled people with poor sports environment conditions through various contest projects.
By attracting a public medical facility hub in northern Gyeonggi, establishing an integrated medical service system, operating screening clinics and respiratory clinics for COVID-19 response, and building public health project infrastructure, the city will further strengthen preemptive COVID-19 response and quarantine management.
To strengthen agricultural competitiveness, the city plans to relocate and build an Agricultural Technology Center and further solidify the livestock epidemic prevention system against diseases such as African Swine Fever.
Mayor Lee Seong-ho of Yangju emphasized, "In 2021, the start of a new decade, we will do our best to promote innovative administration of challenges and successes that will improve citizens' quality of life and serve as a catalyst for regional development."
Meanwhile, Yangju City has also achieved visible results in major projects that will serve as a catalyst for regional development this year.
Having passed two years since the launch of the 7th local government term, Yangju City showed a 70% implementation rate as of the end of June, with 44 of 108 pledged projects completed, 39 progressing normally, and 25 delayed.
In particular, Okjeong New Town is scheduled for completion next year, and the Hoicheon New Town and Gwangseok District land development project survey and design service, scheduled for completion in 2025, have already started.
The GTX-C line, connecting 74.2 km from Deokjeong in Yangju through downtown Seoul to Suwon, is expected to begin construction by the end of next year after announcing a call for private investors by the end of this year.
Metropolitan transportation projects are also underway, including the confirmed extension of Subway Line 7 metropolitan railroad to the center of Okjeong New Town, the promotion of the Okjeong~Pocheon Line extension, approval by the Ministry of Land, Infrastructure and Transport for the new Hoejeong Station on Subway Line 1, and the reopening of the Gyoeoseon Line.

The Yangju Station Transfer Center, scheduled to begin construction in 2021, and the Deokjeong Station Metropolitan Transfer Center, included in the 2030 metropolitan transportation plan last year, are also being promoted.
