View original image[Asia Economy Reporter Lim Juhyung] Jo Doo-soon (68), a child sex offender, is set to be released on the 12th after serving a 12-year sentence. Shin Euijin, president of the Korea Violence and Abuse Prevention Association, criticized this, saying, "It is like placing a person who shows no signs of rehabilitation right in front of the victim."
Shin, who was in charge of the initial psychological treatment of the victim in the Jo Doo-soon case, stated in an interview on CBS Radio's 'Kim Hyun-jung's News Show' on the 8th, "Jo Doo-soon is no longer just a sex offender."
Shin pointed out about Jo Doo-soon, "It was a crime so brutal that he nearly killed the child, and I personally saw all those wounds," adding, "(Jo Doo-soon) treated people like animals."
He continued, "I treat about 500 child victims of sexual violence annually, and in the case of Jo Doo-soon, it was truly grotesque," emphasizing, "This is not just about sexual assault; I consider it attempted murder, even murder."
Regarding the recent re-examination of Jo Doo-soon's past abuse of his pet dogs, Shin said, "He even boasts about (abusing his pets), and the violence is the same," pointing out, "When he drinks a little and his impulsiveness comes out, he completely lacks empathy for the pain the other party would feel."
According to JTBC's 'Lee Kyu-yeon's Spotlight' aired on the 5th, Jo Doo-soon repeatedly abused five pet dogs he raised. During prosecution interrogation, Jo admitted, "I came home drunk and threw a dog against the wall twice, killing it," and "One of them was killed by stabbing its eye with a broomstick."
Regarding Jo Doo-soon's completion of 500 hours of psychological treatment programs, Shin said, "It is difficult to call that treatment," explaining, "Usually, psychological treatment requires verification of effectiveness through the treatment, and that effectiveness must last for three years."

View original imageHe added, "Treatment must be tailored to the individual's type," emphasizing, "In Jo Doo-soon's case, he cannot control his impulses, lacks empathy for others, and insists until the end, 'I don't remember because I was drunk.' We need to immediately show him how much harm his actions caused the victim."
Shin said, "When the victim faces the reality from 12 years ago again, we wonder why this is happening; the whole family cried," criticizing, "When the offender returns to society, the system to prevent, suppress, and supervise his crimes, so-called security measures, is not systematized at all in Korea."
Meanwhile, Jo Doo-soon will complete his prison term and be released on the 12th. It was reported that during a meeting with psychological counselors at the Ansan Probation Office in Gyeonggi Province in July, he said, "After release, I will return to Ansan where I originally lived and live without causing trouble."
The government plans to take thorough measures to prevent recidivism and protect the victim.
Prime Minister Chung Sye-kyun wrote on his Facebook on the 7th, "The government is prepared for all situations," emphasizing, "We have designed a dense security network around the residence of the sex offender."
He explained, "At the Cabinet meeting last October, I instructed related ministries to prepare thoroughly," adding, "The area within 1 km around Jo Doo-soon's residence will be designated as a women’s safety zone, and 32 locations with 112 closed-circuit television (CCTV) cameras will be installed by the end of this year, with additional installations planned for next year."

Additionally, a dedicated probation officer with 20 years of experience will conduct daily life checks through one-on-one electronic supervision and hold face-to-face interviews four times a week. A special management team of five members will also operate at the local police station.
