Tax Chiefs Discuss Changes in Tax Administration Environment Due to COVID-19
Kim Dae-ji, Commissioner of the National Tax Service, is attending the 13th OECD Commissioners of Tax Administrations Virtual Meeting on the 8th.
View original image[Asia Economy Reporter Kwangho Lee] Kim Daeji, Commissioner of the National Tax Service (NTS), said on the 8th, "The role of tax authorities is gradually expanding due to the COVID-19 pandemic," adding, "We must prepare for bigger and more diverse roles beyond tax collection administration."
Commissioner Kim stated at the '13th OECD Heads of Tax Administration Meeting,' held via video conference over two days on the 7th and 8th, "The Korean NTS is fully supporting the overcoming of COVID-19 and the leap of the national economy through expanded roles such as income assessment for emergency disaster relief payments, in addition to existing tax administration support."
The meeting was held online considering the COVID-19 situation. Heads of tax administrations from 53 countries including the United States, China, and Japan, as well as delegations from international organizations such as the International Monetary Fund (IMF) and the World Customs Organization attended.
During the two-day meeting, participating heads discussed issues including taxation in the digital economy, digitalization of tax administration, and changes in the tax environment due to COVID-19.
Commissioner Kim said, "I empathize with the concerns of heads of tax authorities worldwide regarding systematic tax base management such as collecting income data from new online industries beyond existing tax systems, detecting tax evasion, and verifying reports." He introduced, "In Korea, to support the sincere tax payment of new industry operators such as one-person media creators and social network service (SNS) markets, we have established the 'New Industry Tax Support Center' and are preparing systems to precisely manage new online tax bases."
He also said, "In a rapidly changing tax environment, tax authorities must respond swiftly. The Korean NTS has built 'Hometax 2.0' to enhance taxpayer convenience by expanding mobile Hometax and establishing an integrated platform, and provides pre-filled filing services using big data technology."
Meanwhile, through this meeting, heads of tax authorities agreed to overcome the COVID-19 crisis together through international cooperation.

They also agreed to join forces in responding to new risk factor diagnosis and prevention, digitalization of tax administration due to advances in information and communication technology, and prevention and resolution of tax-related disputes. The 14th OECD Heads of Tax Administration Meeting is scheduled to be held in Singapore in 2021.
