Joo Ho-young: "No Institution Like the Public Corruption Investigation Office... No Personnel Transfers, and All Heads Are Selected by the Office"
[Asia Economy Reporter Lee Ji-eun] Joo Ho-young, floor leader of the People Power Party, criticized the High-ranking Officials' Crime Investigation Agency (HCIA), stating, "Such an organization does not exist," pointing out the lack of checks and balances.
After the party meeting on the 6th, Joo told reporters, "We have consistently said that things should be done according to the law, and that the HCIA can only be properly launched through a consensual recommendation."
He said, "The law is too flawed because it was handled unilaterally," and pointed out, "Even for appointing a single prosecutor, there are appointment regulations and procedures, but the HCIA chief is allowed to make all the recommendations."
Joo added, "What this administration claims is that 'investigative authority is checked and balanced by personnel authority,' but once someone becomes a prosecutor at the HCIA, there is no personnel transfer, and they hold significant power until their term ends, all appointed by the HCIA chief. Such an organization does not exist."

He further stated, "Various flawed or insufficient laws need to be supplemented, and since these issues remain, unilateral handling is absolutely unacceptable. Repeatedly forcing things on the public will not be tolerated by the people."
