Investment Efficiency Strategies for Green Bio R&D to Expand Smart Agriculture and Fisheries
[Asia Economy Reporter Junho Hwang] The government is launching a convergent research and development project to foster smart farms. The goal is to reorganize research and development projects across the entire advanced agriculture and fisheries industry into a connected and collaborative structure, thereby establishing a science and technology-based convergent innovation ecosystem. The Ministry of Science and ICT announced the "Green Bio R&D Investment Efficiency Strategy for the Expansion of Smart Agriculture and Fisheries" at the 8th Bio Special Committee (written review), which included major ministries and private experts.
This strategy is broadly divided into core technology development, localization of materials, parts, and equipment (MPE), expansion of multi-ministry collaborative convergent research infrastructure, and establishment of a virtuous cycle data system throughout the entire process.
To develop core technologies, support will be provided in areas such as intelligent facility agriculture (facility smart farms), advanced cultivation land production (open-field smart farms), advanced fisheries, and distribution and logistics enhancement, and localization of MPE with high import dependence will also be supported.
Practical cooperation models by ministry will also be established. A cross-ministry consultative body will collaborate from joint demand surveys and planning to performance evaluation and dissemination of results, and public-private exchanges will be activated to induce open innovation. The Ministry of Science and ICT is actively considering measures to provide incentives for multi-ministry collaborative projects and allocate dedicated budgets for this purpose.
A "full-cycle data circulation system" will also be established, where breeding information leads to production and consumption, and distribution and consumption information leads to production volume control and customized variety development.
Kim Seongsu, Director of the Science and Technology Innovation Headquarters, said, "Countries around the world recognize agriculture and fisheries as future growth industries and are accelerating convergent industrialization incorporating AI, big data, and robotics technologies. We plan to fully support research and development so that our agriculture and fisheries, which are seeking new growth through advanced technologies such as smart farms, can take a step forward."

The government will reflect this strategy in the 2022 government R&D investment direction and utilize it in the allocation of the 2022 national R&D project budget.
