The Gwangju District Court announced on the 29th that it sentenced A (48), who was charged with violating the Animal Protection Act, to a fine of 4 million won.
A was charged with hanging his pet dog outside the railing on the rooftop of his home in the Gwangju area using a leash around 10:50 p.m. on April 19, because "the dog could not properly control its urination."
The court stated, "Animals are beings that also feel pain and should not be treated unfairly or abused. Especially animals dependent on humans, such as companion animals, must be properly protected and managed."
It continued, "A has already been sentenced to a fine for abusing the same dog but reoffended. The guilt of A, who has a weak sense of respect for living beings, is by no means light."

The court explained the sentencing by saying, "Considering comprehensively that no physical damage occurred to the dog in this case, and that A reflected on his wrongdoing and pledged not to commit animal abuse again."
