According to Jeonnam Province on the 27th, Fire Captain Park submitted a system improvement case titled ‘Occupancy Notification Board for Fire Evacuation Assistance for Vulnerable Persons - ON全’ at the Ministry of the Interior and Safety’s ‘2020 Excellent Case Competition for Civil Petition System Improvement Closely Related to Citizens’ Daily Life’ and received the Prime Minister’s Award.
‘Occupancy Notification Board for Fire Evacuation Assistance for Vulnerable Persons - ON全’ is a special policy first introduced nationwide by the Jeonnam Fire Headquarters.
The main content involves devising and installing an occupancy notification board to indicate bedridden patients, which is considered an essential policy especially in Jeonnam, where the elderly population ratio is high.
Fire Captain Park was inspired by the fact that in nursing hospitals, which are treatment facilities for elderly people with limited mobility, it is difficult for patients to evacuate by themselves during a fire, resulting in significant casualties.
This competition has been held annually since 2011 to discover and spread civil petition services that form public consensus by identifying inconveniences from the perspective of citizens as users and improving them.
In this competition, out of a total of 156 improvement cases, 10 excellent cases were selected through expert and public online evaluations.
The final decision was made by combining the evaluation scores from 50 citizen evaluators and expert judges, as well as the results of the public online evaluation.
The Jeonnam Fire Headquarters’ proposal to attach an ‘Occupancy Notification Board for Bedridden Patients’ to enable rapid rescue during fires ranked first in both the public online evaluation and the on-site public evaluation, being recognized as the civil petition service most felt by the public.
During this winter season (until February next year), Jeonnam Fire Headquarters plans to expand the installation targets from nursing facilities to general medical facilities and add installations at 114 locations within Jeonnam Province.
Fire Captain Park said, “This started from the simple heart of a son who thought that if a phosphorescent occupancy notification board visible in fire smoke or darkness is installed, we could rescue our fathers and mothers more quickly,” and added, “Like the onomatopoeic word ‘ON全,’ which combines ‘always on’ and ‘intact as the original,’ we will protect precious lives anytime and anywhere.”
