[Asia Economy Reporter Park Jong-il] Gwangjin-gu (District Mayor Kim Seon-gap) has established a comprehensive "Winter Season Measures" in various fields to prevent various disasters such as cold waves and heavy snowfall during winter, ensuring that residents can spend a warm winter.
First, the district has designated the period from November 15 to March 15 of the following year as the four-month snow removal and cold wave response period, and formed a Disaster Safety Countermeasures Headquarters to respond according to situations.
In response to the prolonged COVID-19 pandemic, the district installed tent-type temporary waiting shelters for civil complaints to reduce the inconvenience of residents waiting at winter screening clinics.
The newly installed tents are also equipped with heating facilities for the convenience of residents.
Additionally, the district installed heated seats at nine village bus shade shelters to enhance the convenience of public transportation users during winter.
The district will also carefully ensure the safety of vulnerable groups to cold waves, such as elderly living alone, mobility-impaired individuals, and low-income households. Accordingly, 150 electric mats will be provided to low-income households in each neighborhood, and a total of 59 cold wave shelters will be operated at senior centers, welfare centers, and community centers.
Furthermore, elderly care personnel and visiting nurses will be assigned in each neighborhood to provide on-site health management, and meals will be provided to children at risk of missing meals during school vacations due to difficulties in home meal provision.
The district will conduct safety inspections at construction sites to prepare for winter safety accidents. Minor issues found during inspections will be corrected on-site, while urgent repairs, safety diagnoses, and reinforcements will be carried out for major points.
In snow removal vulnerable areas, a responsible management system by route will be implemented for focused management. During heavy snowfall, de-icing agents will be pre-applied in order of vulnerable areas within key snow removal sections, main roads, sidewalks, and side roads.
Moreover, 93 snow removal boxes, 200 calcium chloride storage boxes, and 95 resident autonomous snow removal tool boxes will be installed at neighborhood community centers and subway station entrances, and a "Clear Snow in Front of Your House and Store" campaign will be conducted to prepare snow removal measures together with residents.
In addition, winter preparations in the park welfare sector will be promoted, such as wrapping trees in parks and green areas with rice straw and installing barriers to prevent calcium chloride damage to street trees in roadside green belts.
