PASS Mobile Driver's License Awarded the Presidential Prize... Expecting 2 Million Subscribers Within the Year
[Asia Economy Reporter Joesulgina] The ‘PASS Mobile Driver’s License Verification Service’ provided by the three major telecom companies has been selected as an excellent case of government innovation this year. After reaching 1.5 million subscribers within four months of its launch, it is expected to secure 2 million subscribers by the end of the year.
SK Telecom, KT, and LG Uplus announced on the 19th that the PASS Mobile Driver’s License Verification Service won the President’s Award (Gold Prize) at the ‘2020 Government Innovation Excellent Case Competition’ hosted by the Ministry of the Interior and Safety.
This service allows verification of driving qualifications and identity both online and offline through the PASS authentication application of the three telecom companies. It received high scores from field experts and an online public evaluation group for being the first in Korea to commercialize a digital official ID through collaboration between the private sector and administrative agencies.
The three telecom companies, the National Police Agency, and the Korea Road Traffic Authority established a legal basis under the Road Traffic Act for the digital driver’s license verification service through the ICT regulatory sandbox of the Ministry of Science and ICT in September last year. By linking with the Korea Road Traffic Authority, they enabled real-time verification of the information contained in driver’s licenses and the status of driving qualifications.
In this process, the telecom companies significantly reduced concerns about misuse of personal information through privacy protection and anti-tampering technologies. They enhanced service security by applying technologies such as smartphone USIM chip-based identity authentication and device occupancy verification, blockchain-based driver’s license anti-tampering technology, and encryption of all registered driver’s license information stored in the smartphone’s secure area.
Since its launch in June, the PASS Mobile Driver’s License Verification Service has been used as an ID for verifying minors at more than 25,000 convenience stores nationwide. It is also used at 27 driver’s license examination centers across the country for driver’s license renewal, reissuance, and issuance of English driver’s licenses.
By enabling easy verification of driver’s license authenticity through barcode and QR code scanning, it is evaluated to effectively prevent delinquent behaviors such as underage purchase of alcohol and cigarettes and the resulting damages to store owners and shops, contributing to solving social problems. After securing 1.5 million subscribers within four months, it is expected to surpass 2 million subscribers by the end of the year.
The three telecom companies and the National Police Agency are actively considering applying the PASS Mobile Driver’s License to frontline police administration such as traffic police inspections. They also plan to continue collaborating with institutions and companies that require identity and driving qualification verification.
The three telecom companies stated, “Through collaboration with the National Police Agency, we will advance the ‘PASS Mobile Driver’s License Verification Service’ so that it can be widely used in the rapidly increasing non-face-to-face identity verification and mobile financial transactions.”

The National Police Agency said, “Through proactive cooperation with the three telecom companies, we have laid the foundation for the commercialization of the mobile driver’s license verification service,” and added, “We expect that the mobile driver’s license verification service will become widely popular next year through continuous expansion of participating companies.”
