Although the government has responded by intensifying social distancing measures, critics argue that these efforts are insufficient to curb the spread.
Experts emphasize that the government must deliver consistent messages to the public, warning that reactive measures alone will likely fail to control the outbreak.
Prime Minister Chung Sye-kyun stated during the Central Safety and Disaster Countermeasures Headquarters meeting on the 17th, "COVID-19 prevention is facing a crisis. The situation in the Seoul metropolitan area, where more than half of the population resides, is particularly severe," adding, "In the past week alone, the metropolitan area has seen an average of over 100 confirmed cases per day."
Accordingly, the government decided to raise the social distancing level in the metropolitan area from Level 1 to Level 1.5 starting at midnight on the 19th. This decision was based on the fact that, as of midnight on the 17th, the metropolitan area recorded 137 new confirmed cases, marking five consecutive days with a daily average of over 100 locally transmitted cases.
Additionally, some local governments have independently escalated their distancing measures. Gwangju City, which reported 18 confirmed cases in one day due to a cluster infection originating from Jeonnam National University Hospital, will apply Level 1.5 starting on the 19th. Cheorwon County in Gangwon Province will also raise its level to 1.5 from the same day.
With signs of resurgence becoming increasingly serious, criticism of the government's epidemic response is mounting. Last month, as confirmed cases significantly decreased, the government eased distancing measures and resumed issuing consumption coupons for dining out and travel, focusing on economic revitalization. This approach is blamed for the sharp increase in cases, with particular criticism that these policies have relaxed public vigilance toward prevention.

View original imageThe health authorities have also hinted at the possibility of a nationwide COVID-19 pandemic. Jung Eun-kyeong, Director of the Korea Disease Control and Prevention Agency’s Central Disease Control Headquarters, stated during a regular briefing on the 16th, "Currently, the domestic COVID-19 reproduction number exceeds 1, standing at 1.12," adding, "Short-term forecasts predict that in two to four weeks, the number of cases could reach close to 300 to 400."
The COVID-19 reproduction number is an indicator that measures the number of additional infections caused by one infected individual; a rising index indicates a greater likelihood of community spread.
Director Jung expressed particular concern, saying, "In the past, large-scale outbreaks in the metropolitan area and specific groups primarily drove case numbers, but recently, infections have been continuously occurring in various groups nationwide, including non-metropolitan areas."
She continued, "Especially with increased travel, events, and gatherings, cluster infections among family and acquaintances have risen, and the accumulation of asymptomatic and mild cases has heightened the risk of community transmission," adding, "Combined with winter factors, there is concern about the risk of a large-scale nationwide spread."
Meanwhile, the third wave of the pandemic is becoming a reality worldwide. According to statistics from Johns Hopkins University in the United States, 166,045 new COVID-19 cases were reported on the 16th (local time). CNN reported on the 17th, citing the 'COVID Tracking Project,' that 73,014 patients were hospitalized due to COVID-19 on that day.
Japan also recorded a new daily high of 1,739 new confirmed cases on the 14th (local time), breaking the previous record within a day. This is the highest number since the COVID-19 outbreak began, leading analysts to conclude that the 'third wave' has effectively started.
Regarding the surge in COVID-19 cases, Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO), recently warned, "There is still a long way to go before COVID-19 is controlled globally."
Experts advise that the government must take proactive epidemic control measures to prevent a nationwide pandemic.
Professor Kim Woo-joo of the Infectious Diseases Department at Korea University Guro Hospital said, "We repeatedly warned that easing distancing measures before the incubation period had fully passed could lead to a rapid increase in confirmed cases. Unfortunately, this has become reality," criticizing, "The government’s messaging that lowered public vigilance was a mistake. Consistent prevention measures should have been maintained. Although they claimed to balance prevention and the economy, they ultimately failed at both."

He added, "The spread of infection is ultimately an interaction of four factors: the virus, the behavior of hosts (people), the surrounding environment, and government prevention guidelines," noting, "Currently, the virus’s transmissibility is estimated to have increased, while public vigilance has declined, leading to poor adherence to prevention rules. Environmental factors such as winter weather and fine dust also enhance transmissibility. The government must promptly provide accurate information to the public and offer diagnosis and prescriptions for the current situation."
