Gwanak-gu Establishes 5-Year Plan to Create a Safe City
Expansion of Crime Prevention Infrastructure, Creation of Safe Urban Spaces, Promotion of Safety Culture, Strengthening Public-Private Participation & Cooperation... 4 Major Policy Goals, 10 Initiatives, 26 Projects, 17.9 Billion KRW Investment Over 5 Years... Nationwide First Long-Term Crime Prevention Safety Policy Plan Established in Cooperation with Police Stations
[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) has established a five-year plan to create a safe city where all residents, including vulnerable groups such as women and the elderly, can live without anxiety from crime, accident risks, and other safety concerns.
Gwanak-gu has the highest proportion of single-person households (58.1%) and female single-person households (27.4%) nationwide, and this plan is a proactive response to recent changes in local conditions, including an increase in sex crimes and residential intrusions within the community.
By consolidating previously separate safety-related projects into one, the district has prepared a mid- to long-term crime prevention safety project roadmap. The goal is to create a safe city where daily life safety is guaranteed through organic participation and strengthened cooperation among the police station, local residents, and public-private-police sectors.
To establish a comprehensive crime prevention plan without blind spots, in June, the district formed a “Crime-Free Safe City Promotion Task Force (TF)” composed of six practical departments of the district office and the Gwanak Police Station. The TF conducted activities such as ▲discovering agendas for women’s safety and crime prevention projects ▲monitoring local safety conditions ▲in-depth investigations of vulnerable crime groups ▲analyzing crime-inducing factors based on local characteristics.
Under the vision of “Gwanak, a Crime-Free City Where Safety Is Realized in Daily Life,” the district will invest 17.9 billion KRW by 2025 to implement four major policy goals: ▲expanding crime prevention infrastructure ▲creating safe urban spaces ▲raising safety awareness and spreading safety culture ▲strengthening participation and cooperation, with 10 promotion tasks and 26 detailed projects.
First, a dense crime prevention infrastructure environment will be established, including providing 2,500 Safe Home Sets for female single-person households, installing 250 safety bells at female single-person stores, installing 173 intelligent CCTVs capable of real-time information linkage, and expanding self-inspection equipment services for illegal filming cameras.
To create safe urban spaces, the district will add and renovate 27 Safe Alleyways applying crime prevention design, fully repair 21 women’s safe return paths, install and maintain 1,500 security lights, and expand the installation of 1,200 security light blinkers combined with CCTVs, thereby providing safe urban spaces where all residents can live with peace of mind.
To strengthen networks among single-person households in the community, the “Our Neighborhood Women’s Safety Community Meeting” will be expanded to all neighborhoods, and safety awareness enhancement and cultural spread will be promoted through visiting violence prevention education and distribution of crime prevention card news, aiming to establish safety as a cultural norm.
For close joint responses to community safety issues, the district will establish a permanent communication and cooperation system with the related institution, Gwanak Police Station, and strengthen mutual cooperation systems among related institutions such as schools and hospitals. Additionally, community policing activities involving residents, such as operating autonomous crime prevention squads and child and women safety local alliances, will be expanded.

Mayor Park Jun-hee stated, “Due to rapid social changes, broad and delicate security policies are required to ensure the safety of socially vulnerable groups such as women, the elderly, foreigners, and low-income groups. This is not only the police’s responsibility but a challenge that community members must solve together.” He added, “We will focus all administrative efforts on implementing the ‘Crime-Free Safe City Five-Year Plan’ to dramatically improve the safety of vulnerable groups such as women.”
