Europe's Total COVID-19 Cases Reach 11 Million... Five-Stage 'Social Distancing Reform Plan' Implemented Starting Today
To Establish a Sustainable Quarantine System, Government Implements Revised 'Social Distancing' Plan Expanding from 3 to 5 Levels...Facility Operators and Managers Face Stricter Responsibilities with Fines up to 3 Million KRW for Mask Violations, Users up to 100,000 KRW
[Asia Economy Reporter Jong-il Park] Europe is facing a true COVID-19 emergency as the cumulative number of confirmed cases surpasses 11 million.
The Robert Koch Institute in Germany, responsible for disease control, announced on the 4th that there were 19,990 new daily confirmed cases, just 10 short of 20,000.
In the UK, the same day saw 25,177 new daily confirmed cases. Italy reported 28,000 new cases and, as daily deaths exceeded 300, imposed a nationwide nighttime curfew starting from the 5th.
Additionally, due to a shortage of hospital beds in some regions of France, patients will be transferred to Germany, where the situation is relatively better, for treatment within ten days.
In response to this spread, China has reimposed entry restrictions on citizens from the UK and Belgium, and Japan reported over 1,000 new daily cases on the 5th, the first time in 76 days since August, bringing the cumulative total to 105,770.
In the United States, which is in the process of counting votes for the presidential election, daily new COVID-19 cases surpassed 100,000, setting a record high. On the 4th, according to the international statistics site Worldometer, the US reported 108,389 new cases, and Reuters also reported 102,591 cases. This is the first time a single country has recorded over 100,000 infections in one day.
South Korea, entering the cold and dry winter season, is experiencing sporadic infections mainly in the metropolitan area, with daily cases hovering around 100.
Experts evaluate this as "relatively well-controlled despite infections occurring in daily life," but also express concern that "winter leads to more indoor activities, which could cause a surge in confirmed cases."
Jung Soon-gyun, Mayor of Gangnam District, said, "I ask all residents not to let their guard down during times like these and to remember that in the '3Cs' environments?close contact, closed spaces, and crowded places?there is always a risk of COVID-19 infection."
Meanwhile, regarding the recent confirmed case of a reporter who covered an event at Samsung Seoul Hospital’s funeral hall, residents’ concerns have been high, but no additional transmission cases have been confirmed so far.
Gangnam District Confirmed Cases Status
Three new cases were added on the 5th and 6th, bringing the cumulative total to 373. Case 372 is a family member of a previously confirmed Gangnam resident, and case 373 was confirmed at the Gangnam District Health Center on the same day after contact with a confirmed case from another region. Case 371 was transferred to the Gangnam District Health Center after testing positive at Konkuk University Hospital yesterday due to symptoms such as coughing.
Self-Quarantine Status
On this day, 964 people were under self-quarantine managed by Gangnam District, including 666 overseas arrivals and 298 domestic contacts.
Number of Specimen Tests
The cumulative number of specimen tests conducted at the Gangnam District Health Center screening clinic is 74,273. On the 5th, among 689 tested, 54 were overseas arrivals and 635 were domestic residents.
The quarantine authorities announced that among three domestic companies developing COVID-19 vaccines, one is conducting a Phase 1 clinical trial, and the other two are considering Phase 1 trials within this year.
Amid fierce global competition to develop COVID-19 vaccines and treatments, South Korea appears to be achieving significant results, raising expectations. However, it is important to remember that, at least for now, social distancing and mask-wearing remain the only vaccines protecting us from COVID-19.
To establish a sustainable quarantine system amid the prolonged COVID-19 pandemic, the government’s revised 'social distancing plan,' which subdivides the current three stages into five, will be implemented starting from the 7th.
With increased responsibilities for facility operators and managers, violations of quarantine rules such as not wearing masks will incur fines of up to 3 million KRW, and users will face fines up to 100,000 KRW.
The authority to decide social distancing levels by region lies with local government heads. As the Mayor of Gangnam District, I plan to continuously monitor to ensure that the government’s mask-wearing mandate is strictly observed within the district.
In particular, the emergency screening clinic near Daechi 2-dong Community Center was closed on the 6th. With recent COVID-19 cases occurring in schools and academies, many residents with exam-taking children are worried. By the 5th, 6,506 academy instructors had been tested, and two asymptomatic confirmed cases were found.
Those who have not yet been tested are urged to visit the Gangnam District Health Center for specimen testing.
Furthermore, Gangnam District plans to proactively inspect all educational institutions in cooperation with the Education Office to ensure strict adherence to quarantine guidelines until the College Scholastic Ability Test (CSAT) on December 3rd, to safeguard the health of all examinees.
Domestic experts warn that complacency is growing in society with perceptions such as "100 cases are acceptable now" and "we are doing better than other countries," raising concerns about a second wave.
Residents are reminded that the social atmosphere of "It won’t happen to me" can lead to a large-scale spread, so please strictly follow quarantine rules such as mask-wearing and social distancing.
Additionally, as outdoor activities decrease due to COVID-19, new social phenomena such as 'Corona Blue' and 'Corona Red' are emerging.
