October Tax Inquiries Including Capital Gains Tax Exemption Increase by 11.5%
1,068,253 Civil Complaints in October... 11.7% Decrease from September
[Asia Economy Reporter Moon Chaeseok] Inquiries related to capital gains tax exemptions and other tax-related complaints increased by 11.5% last month.
According to the 'October 2020 Complaint Trends' announced by the Anti-Corruption and Civil Rights Commission on the 5th, the total number of complaints last month was 1,068,253, which is 11.7% lower than the previous month (1,209,522) but 18.3% higher than the same month last year (902,811).
By region, Gyeonggi (38.5%), Seoul (19.6%), and Incheon (8.6%) had the highest numbers. The region with the largest increase in complaints compared to September was Incheon, which rose by 20.1% due to issues such as objections to the adjustment of the school district for elementary schools in the Cheongna area.
By sector, complaints related to police (31.3%), transportation (18.0%), and education (10.3%) were the most common. Administrative safety complaints increased by 14.3% due to issues related to the naming of new stations on Seoul Subway Line 8, and tax-related complaints, including inquiries about capital gains tax exemptions, increased by 11.5%.
The top complaint keywords in October included topics related to transportation environment improvements such as transportation convenience, Yangcheon-gu Office Station, planned installation stations, and the Gangbuk transverse line, as well as real estate policy issues such as membership qualifications, property rights infringement, and land ownership standards.
By institution type, complaints decreased across the board: central administrative agencies (9.5%), local governments (8.5%), education offices (24.4%), and public institutions (34.0%).
Among central administrative agencies, the Ministry of Education saw a 96.6% increase compared to the previous month due to complaints such as the demand for establishing elementary schools in the Paldal district of Suwon (35,372 cases), and the Statistics Korea increased by 39.2% due to inquiries related to the '2020 Population and Housing Census' (24 cases).

Among local governments, Hanam City in Gyeonggi Province recorded the largest increase compared to the previous month with a total of 7,433 complaints, including 4,596 requests for the extension of the Wirye-Sinsa Line, an increase of 63.4%.
