Haenam-gun Establishes 'Smart ACE' Military Administration Plan for Post-Corona Era
[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do (County Governor Myeong Hyun-gwan) announced on the 4th that it has established a comprehensive smart administration (ACE) plan to respond to the post-COVID era.
Since the outbreak of COVID-19, the county has focused on economic quarantine to protect the lives of residents along with proactive quarantine policies, discovering key projects responding to the Korean New Deal, and has been making every effort to overcome COVID-19 through two briefing sessions, digital New Deal meetings, and business agreements.
In particular, as the COVID-19 situation prolongs, to promote innovative administration, the county selected sector-specific tasks such as improving online and offline work conditions, disaster management, and discovering future growth engines, and decided to actively promote smart administration integrated with these tasks.
Accordingly, in preparation for changes in consumption patterns, local economy, culture and tourism trends in the COVID-19 era, and the normalization of infectious diseases, a proactive prevention system was established, and a total of 85 detailed plans in 9 fields under three core pillars?Smart Administration, Smart City, and Smart Economy?were prepared to accelerate the digital New Deal.
In the smart administration sector, non-face-to-face administrative processes such as replacing written reviews to minimize public contact, utilizing Document24, online meetings, lifelong learning systems, and education and general meetings to revitalize communities will be expanded.
In the smart city sector, green spaces will be created in industrial complex areas, streetlights will be completely replaced, and infrastructure will be built to expand electric vehicle distribution, creating a transportation and safety environment. Plans also include building a disaster safety experience center and establishing an emergency response system for disaster preparedness.
Additionally, in the smart economy sector, measures have been prepared to revitalize untact tourism marketing including the Haenam Minam Festival conducted both online and offline, and to establish a smart Haenam tourism information system.
From next year, plans to activate the use of electronic Haenam Love Gift Certificates and to smartly promote measures that can invigorate residents' lives, such as building a comprehensive training center for non-face-to-face and virtual reality, will be implemented together with residents.
Furthermore, the county plans to enhance performance by securing budgets through project discovery as well as strengthening residents' safety, and to revise and supplement a sustainable promotion system in cooperation with central government ministries and Jeollanam-do.

Governor Myeong Hyun-gwan said, “Since administration must smartly change after COVID-19, we have prepared a comprehensive plan by sector,” and added, “We will thoroughly implement detailed plans by sector and manage them systematically to realize a smart county administration system.”
