‘Fire Evacuation Assistance Display-ON全’ for Vulnerable Persons...Nationwide First Policy
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Park Taejin, Fire Chief of Jeonnam Fire Headquarters, has advanced to the finals with a case submitted to the "National Life-Closely Related Civil Complaint System Improvement Contest" hosted by the Ministry of the Interior and Safety.
According to Jeonnam Province on the 3rd, Chief Park submitted a civil complaint system improvement case titled "Fire Evacuation Assistance for Vulnerable Persons Presence Notification Board - ON全" to this contest, which was selected among 15 excellent proposals.
"Fire Evacuation Assistance for Vulnerable Persons Presence Notification Board - ON全" is a special policy first introduced nationwide by the Jeonnam Fire Headquarters.
Chief Park was inspired by the fact that in nursing hospitals, which are treatment facilities for elderly people with limited mobility, it is difficult for patients to evacuate on their own during a fire, resulting in significant casualties.
The main content involves devising and installing a presence notification board to indicate bedridden patients, and it is regarded as an essential policy especially in Jeonnam, where the elderly population ratio is high.
This proposal was produced as a video and uploaded on Jeonnam Province’s YouTube channel, "Euddeum Jeonnam Tube," where it can be viewed directly.
The evaluation will be conducted over 11 days from the 3rd, with online public voting on the government’s representative citizen participation platform "Gwanghwamun 1st Street" website for the 15 excellent cases.
From this, the top 10 proposals will be selected and undergo a presentation evaluation on the 24th, where the final rankings and awards will be decided.
Chief Park said, "This started from the simple heart of a son who thought that if a photoluminescent presence notification board, visible by light in fire smoke or darkness, is installed, we could rescue our fathers and mothers more quickly." He added, "Like the onomatopoeic word ‘ON全,’ combining ‘ON’ meaning always on and ‘全’ meaning intact as it is, we will protect precious lives anytime and anywhere."
Kim Jaesung, Director of the Jeonnam Province Citizen Happiness Communication Office, said, "In fire scenes where every second counts, the presence notification board is a policy with great impact that can save precious lives faster. We hope it will be installed in many places nationwide where people with limited mobility are present." He added, "We ask many people to participate in the online public voting, which will run until the 13th, and select this proposal."

Meanwhile, the "Civil Complaint System Improvement Excellent Case Contest" is promoted to discover excellent cases that citizens can feel changes in their lives, targeting central government ministries, affiliated agencies, local governments, and education offices, and to share and spread them to each administrative agency. It has been held annually since 2011.
