Three locations in Busan have been selected as targets for the urban regeneration New Deal project, which involves large-scale remodeling of deteriorated urban areas.
These are Deokcheon-dong in Buk-gu, Yeonsan 8-dong in Yeonje-gu, and Banyeo 2 and 3-dong in Haeundae-gu.
Busan City announced on the 3rd that the Ministry of Land, Infrastructure and Transport resolved at the 24th Central Urban Regeneration Special Committee meeting that three locations in Busan were selected for the ‘2020 Urban Regeneration New Deal Contest Project.’
In this contest, the Ministry of Land evaluated the feasibility, eligibility, and validity of small and medium-sized urban regeneration projects autonomously selected and submitted by cities and provinces.
Busan’s New Deal projects total 21 locations, from four pilot projects in 2017 to the three newly selected sites this time, securing 173.7 billion KRW in national funds by last year, making it the city with the most urban regeneration New Deal projects among special and metropolitan cities.
This year, a total project cost of 81.1 billion KRW (national funds 25 billion, local funds 25 billion, private projects, etc. 31.1 billion) is expected to be invested.
Currently, there are 18 ongoing New Deal projects in Busan. Starting with four in 2017, seven in 2018, and seven in 2019, the projects are actively progressing.
Among the newly added project sites, first, a total of 23.42 billion KRW will be invested in the ‘Sharing Wind Filling Sukdeung (淑嶝)’ project in Deokcheon-dong, Buk-gu.
This area, a deteriorated and stagnant region since the 1970s land readjustment project, utilizes various latent potentials. It promotes local food development, specialized experience programs, and the creation of specialized streets.
▲ ‘Sukdeung Anything Sharing Center,’ a community-oriented facility within Sukdeung Park where residents of various ages can enjoy leisure and cultural activities together ▲ ‘Sukdeung Together Parking Lot,’ which expands the parking lot under the park along with park maintenance ▲ ‘Sukdeung Anything Challenge Center,’ which operates sewing experience programs and shared stores leveraging the local characteristic that many residents have sewing skills due to the presence of Busan Volunteer Village during the land readjustment project.
Also, ▲ the ‘Deokcheon Market Youth Food Project,’ which renovates vacant stores in Deokcheon Market to develop and produce nostalgic youth food recipes such as handmade tofu and handmade Makgeolli, will be promoted.
The ‘Warm Blanket Village Embracing Love and Affection of the Village (Maeul Sarang Yeon(蓮) Jeong(情) Pumeun Ttatteuthan Ibul Maeul*)’ project in Yeonsan 8-dong, Yeonje-gu, will receive a total of 11.03 billion KRW.
The plan is to restore the residential environment linked to surrounding historical resources and revitalize the area physically, socially, and culturally.
Through the New Deal project, ▲ ‘Hanibul Village Center,’ a multipurpose community space including a residents’ lounge, cultural creation studio, and village caf? ▲ ‘Hanibul Wind Yard,’ which expands insufficient parking spaces and includes a residents’ resting park ▲ ‘Blanket Village Healing Center’ for elderly and vulnerable group care will be established.
Alleyway maintenance and house repair projects will also be promoted to create a safe and pleasant village environment.
The ‘Adding Commas and Exclamation Points to Banyeo’ project in Banyeo 2 and 3-dong, Haeundae-gu, will receive the largest amount, totaling 46.65 billion KRW.
The plan is to restore vitality through the creation of cultural spaces, job creation, and revitalization of traditional markets.
This area is a policy relocation site formed since 1972, and to improve poor residential conditions, the project will create ▲ ‘Banyeo Plus School,’ a job, culture, and community hub utilizing the annex of the closed Banyeo Elementary School ▲ ‘Sumteo Garden,’ which introduces smart technologies such as public Wi-Fi and smart shade structures after renovating vacant and abandoned houses ▲ ‘Banyeo Cultural Playground,’ a childcare and cultural space for children.
Also, ▲ ‘Win-Win Cooperation Stores’ linked with Banyeo-dong alley markets and ▲ ‘Community Street Maintenance Project’ will be promoted to revitalize the alley commercial district.
Busan City celebrated a double success by winning both the grand prize and the excellence award at the ‘2020 Korea Urban Regeneration Industry Expo’ held by the Ministry of Land in October last year.
Three projects ? ▲ ‘Daetong Jeonsubang Project’ in Yeongdo-gu, ▲ ‘Monument Culture Village Dreaming Tomorrow’ in Seo-gu, and ▲ ‘Gupo Connection’ in Buk-gu ? were selected as ‘Urban Regeneration Model Cases’ by the Ministry of Land, making Busan the most active city in domestic urban regeneration projects.
