Amid a political climate where signs of a 'prosecutorial turmoil' are emerging, Yoon's actions are drawing various interpretations. The Supreme Prosecutors' Office cautioned against overinterpretation, stating that it was a "previously confirmed schedule." Some view this, including Yoon's visit on the 29th of last month to the Daejeon High Prosecutors' Office and District Prosecutors' Office to meet with other close associates, as a form of 'strengthening internal unity.'
On the same day, Yoon will visit the Judicial Research and Training Institute in Jincheon, Chungbuk, to conduct training for about 30 newly appointed chief prosecutors from the 33rd to 34th Judicial Research and Training Institute classes. During the approximately one-hour lecture, he is expected to explain the virtues that prosecutors should uphold and urge smooth implementation of the investigation case adjustment system set to be enforced from next year. He will also attend a dinner after the lecture.
Yoon is also expected to naturally meet with Chief Prosecutor Han, who is currently working at the Judicial Research and Training Institute. This will be their first reunion in about nine months since Yoon's visit to the Busan High Prosecutors' Office and District Prosecutors' Office in February. At that time, Han, then Deputy Chief Prosecutor of Busan High Prosecutors' Office, welcomed Yoon, but was later transferred to the Judicial Research and Training Institute after being implicated in the 'prosecutor-media collusion' investigation. Recently, Han has been facing difficulties as allegations of involvement in the Lime Asset Management case have been raised by the ruling party and others.

On the 29th of last month, Yoon also visited Daejeon, where another close aide, Daejeon District Prosecutor Lee Doo-bong, is stationed. Although the official reason was to resume local office visits that had been suspended due to the COVID-19 pandemic, the visit attracted public attention as it came shortly after a direct confrontation with Justice Minister Choo Mi-ae during the National Assembly audit.
In legal circles, Yoon's expanding contact with frontline prosecutors is seen as sending a significant message both inside and outside the prosecution. Currently, within the prosecutors' ranks, there are over 300 comments on internal network posts opposing Minister Choo's excessive use of personnel, command, and inspection powers. Prosecutor Choi Jae-man's post received 298 'coming out' comments, and Prosecutor Lee Hwan-woo, who was targeted by Minister Choo, received 76 comments. This accounts for nearly 20% of the approximately 2,200 prosecutors in total.

Signs of internal strife are also emerging over the assignment of the investigation related to Prosecutor General Yoon's wife, which was ordered by Minister Choo. Lee Sung-yoon, head of the Seoul Central District Prosecutors' Office, who is at odds with Yoon, attempted to assign the case to the Anti-Corruption Investigation Division 2 of the Central District Prosecutors' Office, but the division chief, Jung Yong-hwan, refused, causing conflict. The Seoul Central District Prosecutors' Office denied the claims, stating "this is not true," but rumors of a serious dispute between Chief Lee and Division Chief Jung are widespread within and outside the prosecution.
