[Asia Economy Reporter Jong-il Park] Seocho-gu (Mayor Eunhee Jo) announced on the 29th that it received the 2020 Community Smoking Cessation Environment Excellence Award for its block-type non-smoking zone, the first of its kind designated nationwide.
The Community Smoking Cessation Environment project, hosted by the Ministry of Health and Welfare, evaluates local governments' efforts and creativity in creating smoke-free environments and awards outstanding smoking cessation initiatives.
The block-type non-smoking zone, which led to this award, is characterized by breaking away from the existing fragmented designation of non-smoking zones mainly along main roads, instead designating non-smoking zones by combining main roads and side streets and installing smoking areas inside, thereby preemptively suppressing the balloon effect of smokers avoiding non-smoking zones.
Earlier, on April 29, the district designated approximately 32,700㎡ of sidewalks along Dongjak-daero under Seocho-gu’s jurisdiction from Sadang Station to Isu Station and the adjacent Bangbaecheon Covered Road as non-smoking zones, and established four smoking areas within the non-smoking zones.
Additionally, after designating the block-type non-smoking zone, the district conducted intensive enforcement and guidance activities for three months and began enforcement on August 1. Smoking booths are regularly disinfected weekly, and notices on COVID-19 prevention measures such as ‘maintain distance without facing other smokers,’ ‘do not converse,’ and ‘no spitting’ are posted to ensure thorough prevention of COVID-19 during smoking.

Mayor Eunhee Jo stated, “By making smoking cessation one of the core policies of district administration and moving away from the existing fragmented designation of non-smoking zones, we will transition to a negative system that designates the entire area as a non-smoking zone where smoking is only allowed in designated smoking areas, thereby realizing a smoke-free Seocho.”
