Governor Kim Kyung-soo, Organizational Restructuring for Southeast Mega City and Gyeongnam-type New Deal ... Establishment of Future Strategy Bureau
Park Il-woong, Director of Planning and Coordination Office of Gyeongnam Province, announced the organizational restructuring plan of Gyeongnam Province on the 28th.
View original image[Asia Economy Yeongnam Reporting Headquarters, Reporter Ju Cheol-in] Gyeongnam Province has undertaken an organizational restructuring to realize the ‘Southeast Mega City,’ a coalition of Busan, Ulsan, and Gyeongnam, and to overcome the economic crisis caused by the novel coronavirus infection (COVID-19).
On the 28th, Gyeongnam Province announced an organizational restructuring plan centered on the establishment of the Future Strategy Bureau and began legislative notice until the 9th of next month.
The organizational restructuring plan will be implemented from January 4th next year after review and approval at the 381st regular session of the Gyeongnam Provincial Council following the legislative notice.
The Future Strategy Bureau will promote the construction of the Southeast Mega City to counter the concentration phenomenon in the metropolitan area through cooperation in the Southeast region. The Future Strategy Bureau will have three divisions: the Southeast Strategy Planning Division, which is the general department for Southeast regional policies; the Strategic Projects Division, which promotes public-private cooperation strategic tasks; and the Logistics Airport Railroad Division, which oversees logistics policies.
The ‘Youth Policy Promotion Team,’ aimed at realizing a Gyeongnam where youth and women are happy, will be reorganized from the existing Women, Family, and Youth Bureau to be directly under the governor, with new positions for Women’s Employment and Youth Housing Welfare established.
The Women, Family, and Youth Bureau will be renamed the Women, Family, and Children Bureau. Within the Women, Family, and Children Bureau, the Children and Youth Division will be newly established, including ‘Child Protection Policy’ and ‘Childcare’ roles, to prevent recurrence of the Changnyeong child abuse case and to address the care gap within families caused by COVID-19.
To overcome the limits of public resources and the COVID-19 economic crisis, a ‘New Deal Promotion Team’ will also be newly created within the Planning and Coordination Office.
The New Deal Promotion Team will include the ‘Gyeongnam-type New Deal’ responsible for planning New Deal policies based on balanced development, and the ‘Private Resource Utilization’ responsible for leveraging various private human and material resources such as New Deal funds.
The existing Investment and Trade Division of the Job Economy Bureau will be reorganized into the ‘Investment Attraction Support Team’ directly under the Economic Vice Governor to support incentives for companies returning after COVID-19, and a ‘Non-face-to-face Marketing’ position will be newly created to assist economic activities suited to the COVID era.
To lead digitalization of provincial administration, the current Big Data Information Officer will be split into the ‘Digital Policy Officer’ and the ‘Information Officer.’
The Digital Policy Officer will support data-driven provincial administration, including digitalization of provincial governance, administrative innovation through blockchain, and analysis and sharing of big data and public data.
The Marine Fisheries Bureau will establish the ‘Island and Fishing Village Development Division’ to strengthen distinctive resident-led island cultivation policies.
The Environment and Forestry Bureau will be renamed the ‘Climate Environment and Forestry Bureau,’ and a ‘Forest Recreation Division’ will be newly established to respond to demands for forest recreation, education, and healing.
The Western Regional Headquarters’ Western Development Bureau will be renamed the ‘Western Balanced Development Bureau’ and will be responsible for the role of a balanced development hub within the province and for function diagnosis tasks.
The Western Balanced Development Bureau will establish a ‘Return-to-Village Support Innovation TF’ to prepare a one-stop integrated support platform that comprehensively supports return to fishing, mountain villages, and rural areas for the middle-aged and baby boom generations.
The Southern Inland High-Speed Rail Promotion Team will be incorporated into the newly established Logistics Airport Railroad Division within the Future Strategy Bureau to unify railway operations.
The Bio Health role of the Anti-Aging Bio Industry Division will be transferred to the New Industry Research Division.
A Corporate Support Team will be newly established within the Gyeongnam Oriental Medicine Anti-Aging Research Institute to unify research and field support centered on the institute, and an ‘Anti-Aging’ position will be created in the Balanced Development Division of the Western Balanced Development Bureau to provide support.
The Agriculture Bureau will establish a ‘Farm Income’ position responsible for tasks such as direct payment systems, and the existing Agricultural Food Distribution Division will be reorganized into the ‘Food Policy Division.’
The Urban Planning and Urban Regeneration responsibilities will be divided into the ‘Urban Regeneration Planning’ and ‘Urban Regeneration New Deal’ positions to share the role of securing regeneration momentum in old downtown areas.
Additionally, to preoccupy the future insect industry, a Useful Insect Research Institute will be established; to improve work efficiency in the eastern region with many pollution sources, the Eastern Branch of the Air Environment Research Department of the Health and Environment Research Institute, the Gimhae Livestock Products Inspection Office within the Animal Hygiene Testing Office, and the Shellfish Aquaculture Research Center within the Fisheries Resources Research Institute will also be newly established.
This restructuring plan adds 1 bureau and 4 divisions, increasing the staff by 88.
