Yoon said, "Personnel matters are at the broad discretion of the appointing authority, so I cannot go into details, but in fact, investigations into powerful individuals are very difficult and challenging," adding, "You risk a lot and must be prepared for various disadvantages. If this becomes institutionalized, there is a high possibility that no one will step forward to investigate powerful people, which is a concern."
